The Test Manager is responsible for leading and managing all aspects of the testing lifecycle for DDI (Design, Development, and Implementation) and M&O (Maintenance and Operations) projects. This role ensures high-quality delivery through strategic planning, resource management, and collaboration with cross-functional teams, while adhering to organizational standards and best practices.

Your role in our mission

Testing Strategy & Planning

Define testing strategy, scope, and schedules for large-scale projects.

Develop and implement standard Test CoE processes, templates, and guidelines.

Plan, track, and report testing metrics regularly, taking corrective actions as needed.

Project & Resource Management

Supervise and manage work allocation, demand management, and resource capacity.

Monitor productivity and bandwidth to ensure seamless delivery across multiple projects.

Finalize and manage training plans for project resources.

Governance & Risk Management

Manage project scope, issues, and changes; conduct risk assessments.

Support testing risk mitigation plans and adhere to internal/external audit requirements.

Participate in test management governance meetings and ensure compliance with SLAs.

Collaboration & Stakeholder Engagement

Interface with functional, regression, performance, automation, TDM, environment support, and release management teams.

Collaborate with Release Coordinators for code merges, regression testing, and risk assessments.

Synchronize with offshore Test Managers to meet delivery commitments.

Coordinate with program and project teams to align plans and incorporate feedback.

Quality Assurance & Continuous Improvement

Drive root cause analysis for defects and implement defect prevention strategies.

Identify and implement best practices and efficiency improvements.

Analyze and recommend automation, performance, and test data tools/frameworks for maximum efficiency.

Delivery & Client Management

Ensure day-to-day client management, service delivery scope, schedule, and quality.

Accountable for final QA stream delivery and adherence to SLAs.

Monitor change requests and plan testing activities for quality outcomes.

What we're looking for

10+ years of experience in software testing and QA, with at least 4 years in a leadership role.

Familiarity with healthcare.

Experience with Agile and Waterfall methodologies.

Familiarity with test and defect management tools (e.g., ALM).

Strong knowledge of automation frameworks and scripting.

Experience in managing large-scale projects and distributed teams.

Experience with SQL for test data and backend validation.

Excellent communication, stakeholder management, and problem-solving skills.

Sills and experience that will set you apart

Familiarity with Medicaid/MMIS.

Exposure to testing frameworks for performance testing and TDM.

Project Management Professional (PMP) and ISTQB certifications.

The pay range for this position is $90,900.00 - $129,900.00 per year, however, the base pay offered may vary depending on geographic region, internal equity, job-related knowledge, skills, and experience among other factors.
