Position Title: Senior Consultant Location : Remote Position End Date: 7/31/26 Salary: $80,800 plus benefits Overview: The CDC Foundation is seeking a Senior Consultant to serve as a technical expert and strategic advisor to agency leadership within a specialized program area. This role will lead an After Action Review of the measles response by collecting stakeholder input and reviewing incident documentation to assess response activities and identify lessons learned. The Senior Consultant will synthesize findings into a formal report and develop an Improvement Plan with actionable recommendations to strengthen future emergency response and Incident Command System activations. In addition, this position provides strategic guidance on program development, evaluates effectiveness, and supports continuous improvement across agency operations. Qualifications: · Bachelor’s degree and prior emergency response experience. Minimally, prior completion of FEMA courses IS100, IS200, and G300. Priority for Homeland Security Exercise and Evaluation Program (HSEEP) trained individuals. · Extensive experience in program evaluation, policy analysis, or emergency response operations · Demonstrated ability to conduct research, analyze complex data, and develop clear, actionable recommendations · Strong knowledge of applicable laws, regulations, policies, and procedures relevant to program operations · Experience leading or contributing to after-action reviews, performance evaluations, or similar assessments · Excellent written and verbal communication skills, including the ability to prepare formal reports and present findings to leadership Responsibilities: · Conduct key informant (stakeholder) interviews to gather information related to Agency performance and response metrics related to the measles outbreak response of 2025/2026. · Review documentation related to the measles outbreak response of 2025/2026, including after-action review submissions by Incident Management Team personnel, to produce a timeline of events and lessons learned for the response. · Compile interview materials and information and assist in the drafting of a full after-action report detailing Agency timelines, decisions, and operational information related to the measles outbreak response. · Assist in the drafting of an Improvement Plan detailing action items and assignments designed to improve future, similar emergency event responses and Agency ICS activations. Special Notes: This role is involved in a dynamic public health program. As such, roles and responsibilities are subject to change as situations evolve. Roles and responsibilities listed above may be expanded upon or updated to match priorities and needs, once written approval is received by both the CDC Foundation and South Carolina Department of Public Health, in order to best support the State of South Carolina in their public health programming.
