Resource Management Coordinator (Energy Policy Analyst)

About the position The Energy Policy Analyst serves as a key member of the Department of Energy Resources (DOER) Planning and Policy Division and will provide project management, support, and analysis on a wide variety of energy topics that come before the office. The DOER is the designated state energy office with statutory responsibilities for energy resources, planning, programs, and development. The DOER seeks to advance affordable, reliable and cleaner energy for the benefit of all Maine people and businesses. This position is responsible for conducting quantitative analysis and research to support the Planning and Policy Division on efforts related to electricity retail and wholesale markets, electric grid modernization, and regulatory matters. The work will include collecting, managing, and analyzing economic, market, financial, and technical data from a variety of sources; interpreting and summarizing analysis results; and advising the Division and Department management on policy and decision-making outcomes. The position will work closely with colleagues across the Department, particularly with the Supply and Security Division on related planning and policy efforts. This work will also include supporting the Department’s engagement with Maine’s utilities, electricity market participants, the Maine Public Utilities Commission, and other stakeholders. Work will also include supporting the Division’s engagement and activities in utility and energy market matters needed to meet Maine’s goals, including data and information access, grid modernization and expansion, utility regulation and performance, load management, interconnection, distributed energy resources, aggregation, equitable cost allocation and rate design, integrated utility planning, regional and local energy markets, regional collaboration, reliability and resiliency and potential changes in law and regulation. Responsibilities • Collect, compile, manage, and analyze quantitative information from a variety of sources. • Formulate quantitative analysis questions, design appropriate analytical methods, and interpret results. • Maintain rigorous standards of accuracy and quality control in coordination with broader data management across the Department. • Analyze utility and other regulatory information including case filings, datasets, briefs, and other qualitative and quantitative material, to advise on the development of policy and regulatory positions and strategy to advance the goals of the office. • Monitor and report on utility and energy market trends at the state, regional, and global levels, and provide analysis and advise the office on policy related to energy and utility market matters. • Manage and support efforts around special projects and energy policy studies that seek to meet legislative requirements or priorities of the DOER. • Coordination and contribution to management of processes involved with contracting, vendor engagement, and on-going operations. • Contribute to communications and policy strategy, including drafting policy recommendations and briefing memorandums. • Contribute to efforts related to seeking and administering funding as needed for related efforts. • This work will include collaborating closely with other DOER and state agency staff, as well as other duties as assigned. Requirements • Requires background combination of education and/or experience demonstrating technical expertise in natural resource program management or position specific expertise. • Excellent analytical and quantitative research skills. • Experience with energy markets and operations. • Familiarity and ability to analyze and utilize various datasets (EIA, etc.) • Strong communications and writing skills, and ability to communicate effectively with both internal and external audiences. • Strong interpersonal skills and ability to work as a member of a diverse and inclusive team. • Strong organizational skills, including project and task management, and the ability to multitask and prioritize. • Ability to build coalitions and develop partnerships with key stakeholders. • Proficiency in Microsoft products – Excel, Word and PowerPoint. • Team-oriented work style, with the ability to be flexible and work under deadlines. • Ability to work in Augusta, Maine and travel throughout the state as necessary and appropriate. Nice-to-haves • Familiarity with statistical, econometric, machine learning, or other quantitative analysis methods is preferred. • Proficiency with data management and analysis tools is preferred. • Candidates with professional proficiency in additional languages are encouraged to note this in their application.
