[Remote] Senior Project Manager – Financial Operations & Systems

This role involves overseeing a financial operations team, supporting the development of documentation and reports, and providing leadership and technical expertise to ensure compliance and efficiency in financial operations.ResponsibilitiesLead and supervise a team of business analysts, accountants, and professional staff responsible for complex financial and accounting operationsManage team performance, assign work, and approve timesheets and leave requestsProvide direction on deliverables, priorities, and operational improvementsOversee the preparation, review, and maintenance of complex accounting systems and financial reportsDirect the development and maintenance of cost allocation plans for internal and partner agenciesEnsure compliance with applicable state and federal accounting laws, policies, and proceduresServe as the subject matter expert on eMARS accounting functions, including access requests and chart of accounts supportMonitor IT-related expenditures and revenues across interconnected systems and applicationsAnalyze and manage system dependencies across financial, procurement, timekeeping, and HR platformsLead the development of federal and state documentation, including Advance Planning Documents, budgets, and expenditure reportsCoordinate with federal partners on IT project approvals, reporting requirements, and compliance documentationReview and provide guidance on procurement activities, including RFP timelines and sole-source justificationsOversee financial tracking and reporting for IT projects using internal project, program, and portfolio tracking systemsManage accounting and reporting for more than 450 IT-related contracts, including System Development Services contractorsServe as the primary liaison for explaining system interactions and financial impacts across multiple agency platformsEvaluate financial and operational reports to identify opportunities to improve efficiency and effectivenessDesign and maintain advanced Excel-based reporting tools, including pivot tables, complex formulas, and data integrationsImprove data quality and accessibility by streamlining reporting across systems and reducing redundancyDevelop and deliver training on financial processes, reporting requirements, and system usageCreate, implement, and interpret policies and procedures related to accounting and contract managementLead and coordinate special initiatives and assignments as directed by executive leadershipPerform business analyst assignments as needed, including researching projects and programs related to proposals and documentationTrack, evaluate, and report on contractor and state payroll project labor budgeting and spendingPerform technical and detailed writing, editing, and proofreading of correspondence, communications, presentations, and other documentsResearch, assist in the development of, and perform technical reviews on federal financial proposals, reports, and planning documents within required timelinesWork closely with agency management and project teams to understand project requirements and assist with training materials or recommend process improvementsOrganize materials and complete writing assignments according to agency standards for order, clarity, conciseness, style, and terminologyUtilize strong computer skills and critical thinking skillsMaintain confidentiality and exercise discretion in all responsibilitiesSkillsBachelor's degree or an equivalent combination of recent, relevant work experience3+ years of experience with federal or state accounting, budgeting, revenue, expenditure, or operational processing3+ years of experience with data tracking, reporting, and/or data validation3+ years of experience documenting, reviewing, improving, and communicating business processes3+ years of experience with accounting operational processing or budget development, including analysis and recommendations for remaining budgets based on historical spending and researchProficiency with Microsoft Office Suite, including Word, PowerPoint, and ExcelExperience using Excel pivot tables and comparing multiple data sourcesExperience developing documents based on information obtained through multiple subject matter experts and researchExperience managing time effectively and ensuring compliance with externally imposed deadlines, including federal and state deadlinesPrior experience with eMARS, budgeting, accounting, and/or human resource systemsPrior experience with state government environmentsAdvanced Excel experience managing and integrating data setsPrior experience writing financial request documents and/or justifications in a governmental environmentWorking knowledge of government regulations related to grant proposals and Advance Planning Document writing processesPrior experience preparing healthcare information technology proposals or working in a healthcare technology environmentStrong
