Note: The job is a remote job and is open to candidates in USA. GovCIO is currently seeking a Senior Full Stack Developer dedicated to delivering impactful features on VA.gov. This pivotal role will coordinate and perform the identification, recommendation and development of capabilities supporting efforts across different departments to ensure timely and efficient feature releases and support.ResponsibilitiesConducts development and analysis/research on backend components using Ruby on Rails, JSON controllers, and Sidekiq, focusing on robust server-side logic, secure database integrations with RESTful or SOAP APIs and other backend services, and adherence to data privacy standardsParticipates in system planning and the development deployment process by providing expert recommendations, ensuring adherence to software compliance, data privacy regulations, and testing standardsResponsible for overseeing the backend development processes, creating system guidelines, and conducting system analysis to address questions regarding program intentions, output specifications, data input requirements, programming strategies, control systems, and compliance with NIST 800-53 rev5 guidelines and VA Handbooks and Directives to mitigate the use of Social Security Numbers as neededSupport peers in the achievement of successful technical project execution and orchestration, ensuring high-quality deliverables and timely completionProvide mentorship and insights, fostering a culture of continuous improvement and excellence within the teamEstablish and promote best practices and compliance standards to maintain high standards of excellence within the teamCollaborate on gathering system requirements, developing system stories, and planning project timelines and estimatesFacilitate the preparation of comprehensive documentation, including reports, operational procedures, and maintenance manuals to ensure clear communication and record-keepingLead integration testing efforts to ensure seamless system functionality and robustnessMaintain proactive communication with both internal and external stakeholders to ensure alignment and address any project issues promptlyConduct in-depth analysis of backend requirements, including data flow, input/output specifications, and hardware/software needs to optimize system performanceActively participate in code and sprint reviews, ensuring that all deliverables meet contractual obligations and project specificationsSkillsBachelor's with 12+ years (or commensurate experience) or 8+ years with a MastersDemonstrated experience accelerating capability delivery for large, legacy, and diverse backend systemsAnalytical and investigation skills, with the ability to systematically and procedurally evaluate system capabilities and interfacesAbility to work independently with minimal guidance and supervisionExperience supporting a team of cross-functional developers/engineers with proven engagement skillsExperience with Agile Methodology and Scrum ProcessesAdvanced knowledge of software development lifecycleExperience with government cloud hosting environments like AWS, as well as both unit testing and integration testing experienceExperience with code versioning and project management tools. (e.g., MS Project, Jira, Git, Confluence, etc.)Demonstrated experience in a remote work environmentMust be a US citizen or authorized to work in the USProven experience working with the VA and/or other Federal agencies, with a deep understanding of federal processes and regulationsStrong familiarity with the VA.gov platform and its ecosystem, demonstrating the ability to navigate and optimize its features effectivelyKnowledgeable in government cloud hosting solutions, including AWS, and adept at managing web hosting environmentsProficient in managing API services within the VA network; skilled in handling and optimizing RESTful and SOAP API transactionsDemonstrated expertise in system integrations, with a preference for candidates who have experience with CorpDB, MPI, BDN, and/or VBMS systemsCompany OverviewGovCIO is a business consulting firm that focuses on cyber security, digital, data, management and mission services, and IT services.
