[Remote] Project Manager
Note: The job is a remote job and is open to candidates in USA. Heartland Consulting is a mission-driven team supporting the U.S. Food and Drug Administration's Office of Regulatory Testing and Surveillance. In this key leadership role, you will provide strategic oversight and contract management for administrative and records support services across eight FDA laboratories nationwide, ensuring high-quality performance that supports the FDA's mission to protect public health.ResponsibilitiesProvide overall program management, quality assurance, and performance oversight for multi-site on-site support servicesServe as the primary liaison with the government Contracting Officer's Representative (COR) and Contracting OfficerLead contract transition, staffing management, training oversight, and continuous process improvementMonitor compliance with FDA records retention schedules, witnessed destruction procedures, IT security requirements, and quality standardsPrepare and deliver required reports, participate in performance reviews, and drive corrective actions as neededEnsure all sites maintain high standards for document scanning/OCR accuracy, electronic uploads to LIMS, archiving, and administrative supportManage risk, escalate issues appropriately, and maintain strong customer relationships across geographically dispersed locationsSkillsBachelor's degree in Business Administration, Public Administration, Records/Information Management, or a related field; Master's degree preferredMinimum of 7–10 years of progressive experience in program/project managementAt least 3–5 years of experience managing multi-site administrative, records management, or document support contractsProven experience overseeing federal contracts, preferably in FDA, HHS, or laboratory environmentsStrong knowledge of records management principles, federal retention schedules, and quality control processesExcellent communication, leadership, and stakeholder management skillsExperience with Microsoft Office Suite, SharePoint, and project management toolsAbility to obtain and maintain HSPD-12 / PIV suitability determinationU.S. citizenship or authorization to work in the United StatesPrior experience supporting FDA or other regulatory laboratory operationsProject Management Professional (PMP) certification or similar credentialFamiliarity with LIMS or electronic document management systemsExperience implementing process improvements or automation in document workflowsBenefitsCompetitive salaryComprehensive health benefits401(k)Paid time offProfessional development opportunitiesThe chance to make a meaningful impact on public health protectionCompany OverviewHeartland Consulting offers management consulting, and financial management services to state and local governments and commercial firms.
