They are seeking an experienced Finance Manager to support their Health and Civilian sector by leading the FP&A team and managing financial reporting and budgeting activities.ResponsibilitiesLead/manage the program FP&A team by providing guidance, training and mentorshipProduce timely and accurate financial reporting deliverables including program P&L, trend analysis, variance analysis against budget and prior forecasts and monthly reporting for customer and company leadershipManage the program's monthly rolling forecast and annual operating budgeting activitiesProvide funding and burn rate analysis required for both customer and company leadershipAcross different period of performances to include contract period of performance, government fiscal year, and corporate accounting calendarAcross different line items to include 6 CLINs and upwards of 20 operating cost centers within EPAProvide value-add analysis of program drivers, risks and opportunitiesBrief EPA customer of program financial status on a frequent basisTracking and managing subcontractor spending and fundingMake recommendations for process improvement and identify areas needing corrective action to achieve financial goalsProvide data and analysis to support program operational reviewsManage the business unitβs month end close process including cost accruals, revenue recognition and expense reviewsCollaborate with Accounting, Contracts, Procurement and other corporate back-office departments to facilitate business operationsSkillsBachelor's Degree in Accounting, Finance, Business or related discipline with 8+ years (or commensurate experience)Government Contracting experience; Knowledgeable with principles of CAS, FAR and GAAPExperience developing financial planning and analysis cadenceAdvanced Excel user including pivot tables, complex formulas and modelingExcellent verbal and written communication skills with the ability to relay complex information conciselyMust be a self-motivated, energetic, critical thinker that is able to work with diverse teamExperience with Deltek Costpoint accounting systemWorking knowledge of TM1 Forecasting software and Cognos ReportingExperience with large scale Cost type contractsData-driven and detail orientedComfortable interfacing with customer daily and creating/presenting financial information to a wide range and level of customer stakeholdersClearance Required: The ability to obtain and maintain a Suitability/Public Trust clearanceCompany OverviewGovCIO is a business consulting firm that focuses on cyber security, digital, data, management and mission services, and IT services.
