[Remote] Data Analyst for Preparing and Retaining Educators through Partnerships (PREP) Allotment (Data Analyst IV)

The Texas Education Agency (TEA) aims to improve outcomes for public-school students in Texas by providing leadership and support to school systems. They are seeking a Data Analyst for the PREP Allotment, who will play a critical role in producing data insights related to educator preparation and certification, utilizing SAS and various software tools to develop reports and optimize data pipelines.ResponsibilitiesDesign, develop, test, and execute SAS code to query, compile, and manipulate data required for PREP Allotment client unitsPerform complex analysis on the relationships between data, build data visualizations, interpret findings, identify data patterns, and communicate results and key insights to respond to identified client unit(s)Support the creation of all necessary state, federal, and internal reporting, including Public Information RequestsDesign, develop, test, and implement data collection tools including surveys and forms using software such as Qualtrics and Smartsheet'sReview and manipulate collected data using SAS and Business Intelligence Software to identify trends, generate insights, and present key findings to identified client unitsServe as an essential partner to identified client units, guide decision-making and align EDRS collaborations with clients' needs and goalsConducts quality review of data sets and other analytical products created or received by the EDRS - EPCE unit, acting on feedback from other team members to systematically improve data and visualization productsDevelop, implement, test, and document technical work related to the EDRS-EPCE unit and other internal projects within TEAMaintain data governance standards, management tools, usage guidelines, and any storage proceduresSkillsGraduation from an accredited four-year college or universityAt least three (3) years of experience in data analysis, research, compilation, and/or reporting workExperience working with large data sets and educational systemsKnowledge of statistical procedures used in the analysis of data setsSkill with software & programming languages used for statistical analysis and database interaction, including SAS, SQL, and other applicable programming and statistical languages and packagesExperience using Qualtrics to design surveys and the ability analyze findings based on responsesExpertise in developing engaging visualizations of data using Business Intelligence software, PowerBI preferredExperience with designing, generating, and updating high-quality reports suitable for a range of audiences based on user requirementsExperience with Texas education dataAbility to plan, organize, and manage multiple work streams using project management techniques with general supervisionExperience with analyzing systems and procedures to identify improvements to data production, data reporting, or data analyticsCommunicating clearly, effectively, and appropriately, both verbally and in writingAbility to compose, review, and edit technical documentsProficient at interpretation and application of guidelines, policies, procedures, laws, and regulationsA desire to self-reflect, give & receive feedback, and continuously improveExperience in maintaining effective working relationships with a variety of individuals and groupsCompany OverviewThe Texas Comptroller of Public Accounts manages funds for the world’s 8th largest economy, processes millions of paper and electronic tax returns each year and continually searches for innovative solutions to streamline operations at one of Texas’ largest state agencies.
