Note: The job is a remote job and is open to candidates in USA. Pedigo Staffing Services is seeking a CAPPS PeopleSoft Developer/Consultant for the Texas Comptroller’s Office. The role involves providing senior-level consultative services and functional assistance for the CAPPS Program, ensuring compliance with HR policies, and supporting various modules of the PeopleSoft HCM system.ResponsibilitiesPerforming highly advanced (senior-level) consultative services and functional assistance work related to supporting the CAPPS ProgramResponsible for functional HR expertise, including, but not limited to: Workforce Administration, TAM/CG, HR Security Set-up and row-level security, Interpret and apply state statutes, HR policies, and labor regulationsResponsible for providing functional support for the CAPPS HR/PY application, and shall be a point of contact for CAPPS agencies as applicableResponsible for the CAPPS HR/PY functional design phase, which includes creating and/or reviewing Functional Design Documents (FDDs), performing functional configuration system changes, and other functional activities assignedResponsible for functional configuration skills, including, but not limited to: Setting up tables (job codes, positions, departments, compensation, etc.), Understanding HR business units, Set IDs, and Table structures, Configuring workflow (AWE-Approval Workflow Engine), Creating queries using PS/Query and SAP Business ObjectsResponsible for ensuring CAPPS adheres to the Family Medical Leave Act (FMLA), including, but not limited to: Defining and refining FMLA plans and entitlements, Customizing appropriate leave types, Ensuring module integration with Payroll and the Time and Labor modules, Assisting with compliance reporting and auditingResponsible for technical skillsets for applicable tools, including, but not limited to: Understanding Application Designer (records, fields, pages, components), Integration Broker (Web Services, REST/SOAP Integrations), SQR and BI Publisher report customization, SQL Proficiency, Understanding of PeopleSoft security, inclusive of State of Texas multitenancy requirementsPlanning, designing, developing, implementing, supporting, and maintaining the information technology security measures to safeguard system informationResponsible for tools and environment knowledge, including, but not limited to: PUM (PeopleSoft Update Manager) and Change Assistant, Fluid UI changes and page navigation, Lifecycle management and selective adoption, Elasticsearch/Search Framework, Data migration and compare reportsResponsible for cross-functional collaboration, including, but not limited to: Strong problem-solving and troubleshooting, Ability to interpret the State of Texas HR policies into system configuration and code modifications, Requirements gathering for applicable break/fix or system enhancements, Documentation and testing (UAT, regression testing), Incident management in systems like ServiceNow and BOSSDesk, with the ability to keep multiple systems synchronized with timely updatesCommunication skills when working with policy personnel, other analysts, 100+ agencies, and our Managed Services Tier 3 vendorUnderstanding and accounting for interdependence on legacy systems (SPRS, HRIS, etc.)Providing structured cross-training to support junior analyst capability growthProviding comprehensive training and support to agency personnel in accordance with established requests and organizational requirementsResponsible for project-level coordination and participation, including, but not limited to: Expansions that include additional module implementations or enhancements for agencies, Cyclic processes such as fiscal year-end, calendar year-end, 1095 creation and distribution, State of Texas legislative changes, federal mandates, and third-party integrationsPerforms all duties following CPA’s processes, policies, and procedures within project scope and on schedule in accordance with milestones, deliverables, and due datesProvides Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration, all following established, auditable processes in coordination with a Managed Services vendor responsible for Tier 3 workResponsible for ensuring that all digital products and content meet WCAG 2.1 accessibility standards. This includes maintaining perceivable, operable, understandable, and robust experiences for all users, regularly reviewing content for compliance, and implementing updates or remediation whenever accessibility issues are identifiedWorks under minimal supervision, relying on experience and judgment to plan and accomplish goals, independently performing a variety of complicated tasks. Established processes and procedures must be followedResponsible for validating that only accurate data is produced, security, including multi-tenancy, is enforced, that the system performs efficiently, and that all applicable policies are enforcedPerforms all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the businessActively participates in CPA’s Major Incident Management (MIM) process for P1 and P2 incidents according to module responsibilitiesParticipates in Disaster Recovery and Upgrade Testing activitiesMakes presentations at CAPPS User Groups and the CAPPS Steering CommitteeParticipates as directed in an annual SOC-1 attestation audit designed to ensure that controls are effectively designed and operated to ensure the accuracy and security of all information contained/processed via CAPPS. Any enhancements, process changes, or system fixes consider security, availability, processing integrity, confidentiality, and privacy as solutions are suggested, approved, and implementedSkills8 years, Required - Extensive Texas public sector experience, directly working for or supporting a Texas state government agency8 years, Required - Extensive experience supporting the HR module in PeopleSoft HCM version 9.28 years, Required - Extensive knowledge and understanding of State of Texas applicable policy8 years, Required - Extensive knowledge of federal labor laws8 years, Required - Experience preparing WCAG 2.1-compliant materials for distribution8 years, Required - Experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements8 years, Required - Extensive knowledge of/experience with data integration, data quality, and SDLC processes and methodologies4 years, Required - Experience performing functional project management activities in support of CPA's CAPPS program3 years, Required - Knowledge of Information Technology Infrastructure Library principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business3 years, Required - Experience with CAPPS Central production and expansion functional support activities for more than 100 agencies and 5 Hub instances4 years, Preferred - CPA experience supporting the FMLA module to enter and track FMLA balances for all FMLA plan types in the CAPPS system4 years, Preferred - CPA experience participating in Fiscal Year-End processes specific to reorganizational changes and legislative mandates for CAPPS4 years, Preferred - CPA experience supporting CAPPS by loading mass salary actions for agencies4 years, Preferred - CPA experience performing customer-facing responsibilities in support of the CAPPS expansion efforts for Central and Hub agencies4 years, Preferred - CPA experience gathering requirements and writing functional specifications for legislatively mandated benefit enrollment programs using web services to communicate between different state agencies for CAPPS4 years, Preferred - CPA experience performing SQL actions needed to keep the CAPPS, and SPRS systems in sync4 years, Preferred - Experience with and knowledge of CPA's legacy Statewide Financial Systems production support activitiesBenefitsPosition will be remote. Program will allow candidates who are within the state (Any location within the State of Texas).Annual Professional Training Requirement. In addition to other CPA training requirements, the following professional training requirement applies on an annual basis during the CPA Contract Term, including each renewal term, under the CPA Contract resulting from this solicitation:For no compensation from CPA, the selected Vendor's Candidate shall be required to complete a minimum of ten (10) hours of professional training in a relevant area of expertise associated with the Services provided under the CPA Contract.The professional training, as determined by the Vendor and/or the selected Vendor's Candidate, shall be conducted and completed by the selected Vendor's Candidate on personal time. If the professional training is intended to be conducted during the CPA-approved work schedule, the selected Vendor's Candidate must coordinate the associated time off with the CPA Supervising Manager, as applicable.The Vendor and/or the selected Vendor's Candidate shall be fully responsible for all associated costs, including but not limited to tuition, materials, conference fees, and/or travel expenses.
