Real Estate Finance Consultant | Public-Private Gap Financing & Subsidy Structuring

sophisticated Real Estate Finance Consultant to assist public sector clients and private developers in bridging the "gap" for projects that require subsidies to achieve economic feasibility.

The ideal candidate will have deep experience in evaluating project financial strength and identifying the specific capital or operational shortfalls that prevent a project from moving forward. You will be responsible for analyzing sources and uses, identifying local tax and financial incentives, and providing strategic guidance during the negotiation process.

Key Responsibilities

Gap Analysis: Conduct detailed reviews of project pro formas to identify the exact financial "gap" required for feasibility.

Sources & Uses Optimization: Analyze capital stacks to ensure the most efficient use of debt, equity, and public funds.

Incentive Identification: Research and identify available local financial and tax incentives (e.g., TIF, LIHTC, NMTC, or local grants).

Negotiation Support: Assist in structuring and negotiating agreements between public entities and private developers to ensure a "but-for" case for public investment.

Feasibility Reporting: Produce high-quality reports that clearly communicate the project's financial necessity for subsidy to stakeholders.

Required Skills & Expertise

Financial Modeling: Advanced Excel skills for complex real estate underwriting, including multi-family, mixed-use, or specialized facilities.

Public-Private Partnerships (P3): Experience working at the intersection of government policy and private investment.

Subsidy Literacy: Strong understanding of Low-Income Housing Tax Credits (LIHTC), tax-exempt bonds, or other common public-sector tools.

Strategic Advisory: Ability to summarize complex findings for Board-level or public authority review.
