Program Management Director

Overview: Position Overview HealthEdge is seeking an experienced Program Management Director to lead a high-visibility engagement with the Centers for Medicare & Medicaid Services (CMS). This role is central to HealthEdge's strategic objectives — serving as the primary delivery leader and executive-facing program owner responsible for standing up a successful proof of concept and positioning HealthEdge as the preferred long-term vendor partner. This individual will own the end-to-end program execution strategy, serve as the single point of accountability for outcomes, and build the client relationship that converts a POC into a full enterprise award. Your impact: POC Leadership & Execution Serve as the day-to-day and executive program lead for the CMS proof of concept, ensuring all milestones, deliverables, and success criteria are met on time and within scope. Define the POC roadmap in collaboration with CMS stakeholders, translate business requirements into actionable delivery plans, and ensure the engagement demonstrates measurable, repeatable value at every phase. RFP Response & Pursuit Strategy Partner with Sales, Solution Architecture, and Executive Leadership to contribute to and shape the HealthEdge RFP response. Bring credibility to the proposal through demonstrated delivery methodology , staffing model design, risk mitigation strategies, and past performance documentation. Function as a key subject matter expert during orals, presentations, and clarification rounds. Stakeholder Engagement & Relationship Management Build trusted relationships with CMS program officers, contracting officers, and technical leads. Navigate the complexity of a federal health agency environment with professionalism, regulatory awareness, and a consultative approach. Represent HealthEdge with the executive presence and credibility needed to influence vendor selection. Governance & Reporting Establish and maintain program governance structures including steering committees, status reporting cadences, RAID logs, and escalation protocols appropriate for a federal engagement. Ensure transparency and alignment between HealthEdge delivery teams and CMS leadership throughout the POC lifecycle. Team Leadership Lead a cross-functional delivery team including project managers, implementation consultants, technical architects, and integration specialists. Set performance expectations, resolve resource conflicts, and coach team members to ensure delivery excellence and client satisfaction. Vendor-of-Choice Positioning Proactively identify opportunities to expand scope, demonstrate platform capability, and differentiate HealthEdge from competing vendors. Actively contribute to win strategies by connecting POC outcomes to CMS's broader mission around beneficiary experience, payment accuracy, and operational efficiency. What you bring: 10+ years of program management experience, with at least 5 years of direct responsibility for large-scale enterprise software implementations Demonstrated experience managing federal, state, or government health agency programs (CMS, Medicaid, Medicare, or equivalent) Proven track record of leading competitive RFP pursuits and POC engagements that progressed to full contract awards Strong knowledge of Medicare Advantage, Medicaid, or CMS regulatory and operational frameworks Exceptional executive communication and stakeholder management skills Preferred Prior experience with healthcare payer core administration platforms ( HealthRules Payer or comparable) Familiarity with federal procurement processes, FAR/DFAR requirements, and government contracting environments Experience transitioning POC engagements to full program awards HealthEdge commits to building an environment and culture that supports the diverse representation of our teams. This salary range may cover multiple career levels at HealthEdge. Final compensation will be determined during the interview process and is based on a combination of factors including, but not limited to, your skills, experience, qualifications and education.
