Performance Measurement Specialist

The British Columbia College of Nurses & Midwives (BCCNM) is the largest health profession regulator in Western Canada, dedicated to ensuring competent and ethical care. The Performance Measurement Specialist will assess and report on regulatory policy effectiveness while applying quantitative data analysis to support data-driven decision-making. Responsibilities Under the direction of the Director, R&E, applies quantitative data analysis methods to develop, implement, measure, and evaluate registrant and program-derived data for the purpose of creating useable insights, summaries and reports to drive program performance and continuous improvement Leads, coordinates, and supports the development, implementation, and evaluation of program level metrics Writes reports and creates resources including Power BI dashboards, infographics, presentations, surveys, charts, tables and other materials to help people readily engage with and understand program data Defines and measures indicators to support reports and projects Informs the review and development of data collection and database management approaches, and the creation of supporting documentation Leverages, assesses, and interprets registrant and program data to ensure that programs are using accurate and reliable sources of information for measurement, reporting and evaluation Analyzes data to identify trends, patterns and insights to support data-driven and evidence-based decision making Supports teams to identify initiatives with the biggest potential and to determine the best methodological approach for the situation Applies concepts of design thinking and leads process management initiatives from ideation to completion. Supports teams to integrate and embed measurement initiatives and methods into program workflows Maintains knowledge of emerging trends related to performance measurement, data analysis, and technology and applies learnings to program initiatives Contributes to a collaborative environment that supports iterative, integrated, and agile team work to prioritize, develop, test, and implement program-level performance measurement Demonstrates a commitment to ongoing learning related to Indigenous cultural safety and humility and supporting organizational actions towards addressing indigenous-specific racism in BC’s health care system Fosters and maintains an organizational culture that promotes equity, diversity and inclusion, mutual respect, teamwork, and service excellence Skills Master's degree and other specialized education in epidemiology, public health, data science, statistics, bioinformatics, economics, or a related field 1 to 3 years of experience related to organizational performance measurement or quantitative data analysis Excellent communication skills and ability to translate complex data and results into written reports and presentations for various audiences Knowledgeable of descriptive and inferential statistics including the interpretation of results Knowledgeable of best approaches in data collection and database management Advanced knowledge and experience in quantitative data collection, assessment and analysis and creating insights from data Experience using specialized statistical analysis and data visualization software, such as R, SQL, Power BI, Excel and other related software applications to analyze data and to create dashboards Proficiency using design, data, and content building programs such as Microsoft 365, CRM, SharePoint or other relational databases, Adobe, and Visio Project management experience including leading project work groups or components of projects Demonstrated ability to engage effectively with various levels of internal and external teams fostering collaborative work environments Demonstrates flexibility and adaptability, including the capacity to re-prioritize projects as emerging needs occur May be required to conduct data analysis as part of research activities Demonstrates a commitment to ongoing learning related to Indigenous cultural safety and humility and supporting organizational actions towards addressing indigenous-specific racism in BC's health care system Fosters and maintains an organizational culture that promotes equity, diversity and inclusion, mutual respect, teamwork, and service excellence Knowledge of Canadian colonial impacts on Indigenous people in social and health contexts, including social, economic, political, and historical realities impacting Indigenous communities and knowledge of Indigenous-specific anti-racism and accompanying reports (e.g. The Truth & Reconciliation Commission's 94 Calls to Action (2015), the In Plain Sight Report (2020), and Reclaiming Power and Place's Calls for Justice (2019)) is an asset Demonstrated understanding of equity, diversity, inclusion, and cultural humility as they apply to health care is an asset Benefits Generous vacation and extended benefits package 100% employer-paid health and dental benefits B.C.'s Municipal Pension Plan Professional development and cover your professional membership costs Employee assistance program Fitness allowance perk Flexible hybrid work Company Overview BCCNM is the provincial regulator for all nurses and midwives in British Columbia.
