Facebook Ads Very High CPM Problem

We have started a new business, and we have set up everything (our website, pixel, ad accounts), and we launched our first ads to a new ad account with a new pixel.
First, we launched in the USA, with Broad targeting, 10-15 video ads, but the CPM was around $150-$200; we had never seen something like this.
Then we decided to go to the UK, Australia, and Ireland with broad targeting, and the CPM again around $50-$100.
Then we create a new pixel, a new ad account, new ads, interest targeting, and again, UK, Australia, and Ireland. But again, CPM is around $50-$70.
We are selling a supplement in the health niche. Before that, we have scaled our brand to 8 figures with Facebook ads, and we have experience.
From our experience, the EU Countries and Australia CPM were always around $10-$20, and the USA CPM around $30-$50.
But right now, the CPM is so much, we don't know what's wrong. We tried so many things, I don't know, maybe some penalty happened, we need someone to analyze and solve the problem.
