Scope of Work:
required the restructure and transfer of programs, services, duties, and authority of the Department of Health and Environmental Control (DHEC) into the Department of Public Health (DPH) or the Department of Environmental Services (SCDES). As such, SCDESâs Office of Technology is migrating all systems out of the DHEC environment (now maintained by DPH) and into the SCDES environment. SCDES has 1200+ employees using 100+ applications. These applications are intended to be maintained and supported by 50+ Office of Technology staff and numerous vendors.
SCDES servers need to be established and prepared to host applications at the Department of Administrationâs Division of Technology Operations (DTO) state data center and in the commercial cloud. These applications have many dependencies on other systems, some of these dependencies will migrate however some will remain in the DHEC environment. The Senior Database Administrator position will support the application migration and modernization as well as day to day support of existing systems.
Daily Duties / Responsibilities:
The Senior Database Administrator works as a key member of the infrastructure team supporting the applications migration efforts. The Database Administrator is responsible for planning, coordinating, and executing the migration of application databases within the SC Department of Environmental Services, Office of Technology. This position ensures seamless transition from legacy systems to modern platforms while maintaining data integrity, security, and compliance with state IT standards. The role supports critical environmental data systems and contributes to the departmentâs technology modernization initiatives.
Migration Planning & Execution
⢠Assess existing databases for migration readiness.
⢠Develop and implement migration strategies for on-premises and cloud environments.
⢠Coordinate with application teams to ensure compatibility and minimize downtime.
⢠Monitor migration processes and resolve issues promptly.
⢠Provide technical guidance and training to stakeholders.
⢠Work closely with application developers, infrastructure team, and business units
Database Administration and Security & Compliance
⢠Configure, and maintain SQL Server and other database platforms.
⢠Perform schema conversions, data transformations, and integrity checks.
⢠Optimize database performance during and after migration.
⢠Implement encryption, access controls, and auditing during migration.
⢠Ensure compliance with state and federal data regulations and security standards.
Required Qualifications:
⢠Must have 3 yearsâ experience as a Senior SQL Server DBA.
⢠Must have 1 year of migrating application database between versions and platforms.
⢠5 years Backup/Restore experience.
⢠SQL Server Integration Services experience.
⢠Managing roles, permissions, and encryption.
⢠T-SQL proficiency
Preferred Qualifications:
⢠Implementing Transparent Data Encryption (TDE)
⢠Database Design and Normalization
⢠PowerShell
Required Education/Certification
⢠A bachelor''s degree in computer science or a related area and experience in computer system development and modification. Relevant experience may substitute for the bachelorâs degree on a year-for-year basis.
