The position reports to the Director of CC&EL Program Policy & Quality Initiatives and takes direction from the Early Childhood Data & Systems Team Lead.
You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.
Who We Are:
TWC connects people with careers all over the state. While we are headquartered on the north lawn of the Texas State Capitol in Austin, we have offices statewide.
TWC is also the state's lead agency for the federal Child Care & Development Block Grant and administers the Child Care & Development Fund (CCDF) in partnership with local Workforce Development Boards and the Health & Human Services Commission's Child Care Regulation Division.
The CC&EL Program Policy team oversees the implementation of the state's child care assistance program, develops policy and guidance, analyzes legislation, and supports statewide child care and early learning initiatives.
This position supports the Texas Preschool Development Grant Birth through Five (PDG B-5) three year renewal grant and ongoing CC&EL data and system projects.
This position is a remote/work-from-home role, but you will be required to attend some in-person meetings in Austin. Additional travel may be required. You must live in or be willing to relocate to Texas to be considered for this position. The ideal candidate will have a secure, dedicated workspace with Internet service, ability to maintain a reliable and consistent work schedule, and availability for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.
What You'll Do:
The Child Care and Early Learning Data Analyst will perform complex (journey-level) data analysis, research, and reporting, with an emphasis on informing early childhood policies. Work involves coordinating internal and external project and grant activities and providing consultative services and technical assistance to program staff, government agencies, community organizations, and the general public. You may serve as a team lead, providing direction to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
General Duties:
-Conduct analyses using large administrative or national datasets.
-Analyze data using standard statistical tools, methods and techniques.
-Identify and interpret data patterns and trends and assesses data quality.
-Present, interpret, and meaningfully contextualize data for technical and nontechnical audiences.
-Conduct multiple simultaneous tasks and prepare ad hoc analyses and reports on short timeframes.
-Communicate and collaborate effectively with program staff, subject matter experts, and others.
-Develop and follows data governance, peer review, and quality assurance policies and protocols.
-Commit to continuous professional development to cultivate technical skills and program knowledge.
-Perform other duties as needed

-The salary is $5,704.00 - $7,533.00 a month ($68,438.00- $90,393.00 a year) depending on experience.

YOU QUALIFY WITH:
-High school diploma or equivalent plus three years of full-time experience in data analysis, research, compilation and/or reporting work.
-Each year (30 semester hours) of coursework in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field may be substituted for one year of full-time experience in data analysis, research, compilation, and/or reporting work.
-Current full-time employees with regular status with six months department program specific experience classified as a Data Analyst III. One year classified as a Data Analyst III will satisfy the minimum qualifications.
Other Things We'll be Looking For:
-Experience with data analytic software applications, SQL or programming languages (e.g., Visual Studio Code, Python, etc.)
-Experience using statistical programs, such as R, Statistical Analysis Systems (SAS), Statistical Package for the Social Sciences (SPSS), or Stata.
-Experience with data visualization software or platforms, such as Tableau or Power BI.
-Knowledge of statistics and research methodology.
-Knowledge or familiarity with topics related to child development or early childhood education.
-Excellent writing skills and the ability to communicate effectively with a variety of audiences.
-Attention to detail and an enthusiasm for producing high quality work products.
