TRANSFER LIST - Parking Enforcement Officer

Remote Full-time

Patrols city streets and facilities in a vehicle or on foot, enforcing parking and non-moving vehicle regulations. Issues parking citations for violations observed. Responds to, investigates and documents reports of abandoned and/or hazardous vehicles. Provides special event parking support through traffic control, cash sales of parking spaces and parking facility supervision.

Supervision Received

Receives general supervision from the Parking Enforcement Supervisor.

Essential Functions:

  1. Patrols city streets and facilities in a vehicle or on foot, enforcing parking regulations applicable to non moving vehicles.
  2. Issues parking citations for violations observed including overtime parking and illegal parking.
  3. Assists the public by providing directions and responding to questions and inquiries.
  4. Responds to reports of abandoned or potential hazardous vehicles; investigates and documents situation and impounds vehicles as necessary.
  5. Immobilizes vehicles as allowed by Municipal Code.
  6. Reports broken meters and signs, traffic accidents and other occurrences to the authorities.
  7. Provides traffic control and off-street parking facility supervision and traffic control on public roads for special event operations. Reserves parking spaces as needed for permit sales and events by bagging or other method.
  8. Provides parking enforcement for special events.
  9. Receives cash and credit payments for event parking.
  10. Maintains daily supplies for patrolling assigned area; operates and secures assigned vehicle and other assigned equipment; determines whether vehicle is in good working order; maintains vehicle in clean and fueled condition.
  11. Prepares related daily and monthly reports.
  12. Maintains a variety of automated and manual logs, records and files.
  13. Testifies in court as needed.

Marginal Functions:

  1. Assists with the collection of coins from parking meters as assigned; delivers coins to Treasury when route is completed.
  2. May perform repairs on meters and signs as needed.
  3. Performs related duties and responsibilities as required.

Experience:

Two years of increasingly responsible work experience which required frequent difficult public contact in person, preferably in the parking industry.

Training:

Equivalent to graduation from high school.

License or Certificate:

Possession of a valid, appropriate driver's license on the date of application, and maintenance thereafter.

Within 15 days of initial hire, provide documentation of completion within the last five years of an OSHA-10 course in construction industry safety and health hazard recognition and prevention, developed by the Occupational Safety and Health Administration of the U.S. Department of Labor. Completion card must be continuously maintained while employed in this classification.

Within 90 days of initial hire, provide documentation of Flagger certification.

Knowledge of:

Modern office procedures, methods and computer equipment.
Basic record keeping principles.
Safe driving practices.
safety procedures related to the job.

Performing basic mathematical calculations.
Learning to operate computer to process and acquire data relative to enforcement activities.
Performing general clerical tasks.
Driving assigned vehicle in a safe manner.

Ability to:

Learn city parking and related ordinances.
Assess and quickly respond to traffic hazards while directing traffic.
Learn Nevada motor vehicle codes related to non-moving traffic violations.
Learn geography of assigned enforcement area.
Enforce parking and traffic regulations in a firm but tactful manner.
Work independently without constant supervision.
Learn, understand and apply pertinent laws, rules and regulations.
Understand and follow oral and written instructions.
Communicate clearly and concisely, both orally and in writing.
Respond to requests and inquiries from the general public.
Establish and maintain effective working relationships with those contacted in the course of work.
