About the position The Staff Development Specialist I position at the Illinois Department of Healthcare and Family Services is responsible for developing, managing, and evaluating the agency-wide training curriculum. This role serves as a liaison to various state, federal, and local agencies, and involves labor relations tasks such as representing the agency during grievance hearings and providing contract negotiation interpretations. The ideal candidate will possess strong public speaking, organizational management, and program training development skills, along with a Master's degree in a relevant field. Responsibilities • Develop and manage the agency-wide training curriculum. , • Evaluate training programs and materials for effectiveness. , • Serve as a liaison to state, federal, and local agencies. , • Represent the agency during third-level grievance hearings. , • Provide interpretations for contract negotiations. , • Deliver training on various topics including leadership skills and cultural diversity. , • Assist in disseminating information about training programs to agency staff. , • Advise managers on training needs and priorities. Requirements • Master's degree in behavior sciences, business, or public administration. , • Two years of professional experience in education or a related field. , • Knowledge of state and local government organizations and responsibilities. , • Ability to present instructional information effectively to diverse groups. , • Experience with Microsoft Office Suite and web-based training. Nice-to-haves • Working knowledge of labor relations and organizational behavior. , • Experience in developing competency-based training programs. , • Ability to evaluate training effectiveness using various methods.
