Snr Director / Lead - Spectrum / Regulatory
An exciting opportunity has arisen for an experienced spectrum and regulatory specialist to lead orbital coordination and satellite spectrum strategy within a next-generation LEO constellation programme.
This is a senior leadership role responsible for ITU filings, NGSO coordination, spectrum licensing, and regulatory engagement across Ka-band, S-band, NTN, and D2D communications services.
Key Responsibilities
β’ Lead the full ITU filing lifecycle including API, Coordination Request, Notification, and BIU activities.
β’ Manage engagement with WPC, DoT, TRAI, and NOCC covering spectrum strategy, licensing, and regulatory approvals.
β’ Drive bilateral coordination with international satellite operators and administrations.
β’ Lead EPFD analysis, interference coordination, and regulatory engineering activities.
β’ Support spectrum strategy for NTN, D2D, and broadband satellite services across Ka, Ku, and S-band operations.
β’ Provide regulatory guidance across constellation deployment, gateway rollout, and commercial service activation.
Essential Experience
β’ 15+ yearsβ experience in satellite spectrum management, ITU coordination, or telecommunications regulatory affairs.
β’ Hands-on experience with ITU NGSO filings and international coordination activities.
β’ Strong understanding of EPFD analysis and ITU Radio Regulations.
β’ Experience working with WPC, DoT, TRAI, NOCC, and satellite licensing frameworks.
β’ Strong stakeholder management and international regulatory coordination capability.
