Senior Technical Project Manager

Our client is launching a sovereign Platform-as-a-Service (PaaS) initiative aimed at delivering scalable, secure, and regionally compliant cloud services. They are seeking a Senior Technical Project Manager to lead the development and delivery of the PaaS services layer, integrating open-source and best-of-breed technologies into a unified platform. The role demands coordination of infrastructure, APIs, web interfaces, support systems, billing, and operations tools.*This is a hybrid position that will require traveling. WHAT YOU WILL DO: Lead and manage large-scale, high-stakes technical projects within strict regulatory and data sovereignty frameworks. Oversee cross-functional teams, third-party vendors, and internal stakeholders. Drive project planning, execution, change management, and risk mitigation. Maintain stakeholder alignment through in-person engagement and clear communication. Ensure timely and high-quality delivery of all project components. Navigate complex political and cultural contexts, particularly in the Middle East. Provide regular reporting to senior leadership and manage all project documentation and closure activities. WHAT YOU WILL NEED: Proven experience with complex cloud platform projects (IaaS/PaaS), DevOps, CI/CD, multi-tenancy, and security/compliance standards (e.g., ISO 27001, data sovereignty laws). Strong skills in stakeholder management, team leadership, negotiation, risk analysis, and cross-cultural communication. Familiarity with project management tools (Jira, Confluence), SDLC methodologies (Agile, Waterfall, Scrum, Kanban), and budgeting (time/resource-based). PMP®, PRINCE2® Practitioner, or equivalent.
