Senior Scrum Master/Requirements Analyst
Seeking a motivated, career and customer-oriented Scrum Master who can provide extended support as a business process/requirements analyst on a software development team that designs, develops, and maintains complex web-based applications in support of our Federal client. The successful candidate will have experience with various Scrum ceremonies and can perform them as needed.
Responsibilities:
ā¢ Conducts and facilitates all Scrum ceremonies - daily stand-up, sprint planning, release planning, grooming sessions, sprint retrospectives, and sprint reviews.
ā¢ Works with the client to create, review, and adjudicate Program Increment planning.
ā¢ Work with the Scrum team to execute all objectives and epics in the Program Increment.
ā¢ Developing detailed documentation of client needs
ā¢ Leads and facilitates grooming sessions with clients to gather, analyze, and decompose both functional and non-functional requirements.
ā¢ Work with Agile software development tools (e.g., JIRA, Confluence) to manage backlogs, sprints, and collaborative work.
ā¢ Creating detailed user stories, including acceptance criteria, mockups (if required), and any additional information to assist development.
ā¢ When scope changes occur mid-sprint or during a release cycle, works with Project Managers on adjustments and messages to the clients.
ā¢ Interacts with Integrated Customer/Vendor Teams.
ā¢ Develops and delivers business processes for requirements.
ā¢ Performs requirements analysis to determine feasibility and to decompose requirements to concise and testable user stories.
ā¢ Develops and adheres to the Definition-of-Ready and Definition-of-Done established by the scrum team.
ā¢ Create clear, detailed business requirement documents (BRDs), functional specifications, and use cases, as needed.
ā¢ Develop and maintain requirement traceability matrices to ensure all requirements are met.
ā¢ Work with stakeholders to gather, analyze, and document business requirements.
ā¢ Conduct interviews, workshops, and surveys to understand business needs.
ā¢ Analyze business processes using techniques such as BPM, use case modeling, current-state analysis, gap analysis, benchmarking, and best-practice identification.
ā¢ Interface with all areas of the project, including customer, architects, development team, operations, and other teams.
ā¢ Provide expertise and guidance in interpreting policies, regulations, and guidelines to ensure compliance.
ā¢ Conduct client interviews and coordinate with business and technology teams to define and document system requirements, including program functions, output requirements, input data acquisition, and system controls.
ā¢ Perform cost-benefit analysis when needed.
Required Qualifications:
Education:
ā¢ Bachelor's degree in a technical field of study is required with a minimum of 5 years of experience (or masters equivalent).
Skills and Experience:
A minimum of 5+ years of experience with:
ā¢ Proven experience as a Scrum Master, Business Analyst, Requirements Analyst, or in a similar role, facilitating meetings with stakeholders to develop business and technical requirements.
ā¢ Experience in leading and facilitating all Scrum ceremonies.
ā¢ Experience with SAFe and Program Increment planning and execution.
ā¢ Strong time management to ensure ceremonies are done efficiently and within the time box.
ā¢ Must be resourceful in removing scrum team roadblocks.
ā¢ Servant leadership mentality to drive discussion and input from all members of the scrum team.
ā¢ Experience defining software requirements for complex products using the Agile software delivery methodology.
ā¢ Ability to understand complex technical concepts and present them in simple terms to non-technical team members and clients.
ā¢ Candidate must be willing to work collaboratively in a team environment and manage multiple assignments. Must actively support, enforce, and contribute to the Agile practices adopted by the development team.
ā¢ Must have experience with enterprise web applications for the Federal government.
ā¢ Experience with 508 compliance.
ā¢ Experience in working on software development projects and understanding of SDLC (Software Development Life Cycle).
ā¢ Proficiency in requirement elicitation techniques and tools (e.g., JIRA, Confluence).
ā¢ Experience with process modeling tools (e.g., Visio, Lucidchart) and methodologies.
ā¢ Familiarity with Agile and Waterfall project methodologies.
ā¢ Experience with formal system development methodologies including Agile.
ā¢ Experience working in a team-oriented, collaborative environment.
ā¢ Experience with business process modeling.
ā¢ Experience in business analysis activities, including:
ā¢ Software requirements management and analysis.
ā¢ Software requirements elicitation.
ā¢ Software solutions analysis.
ā¢ Software requirements planning.
ā¢ Strong attention to detail and follow-through skills.
ā¢ Excellent written and verbal communication skills.
Desired Qualifications:
ā¢ Membership in the International Institute of Business Analysis (IIBA) or a related professional organization is a plus.

ā¢ Certified Scrum Master (CSM) certification
Preferred:
ā¢ Certified Scrum Product Owner (CSPO) certification is a plus.
ā¢ Project Management Professional (PMP) certification is a plus.
Security Clearance Requirements:
ā¢ Must be a U.S. citizen OR Permanent Resident Alien (Green card holder and NOT H1 Visa holder).
ā¢ Ability to obtain an MBI (Minimum Background Investigation) Security Clearance from a Federal Agency.
ā¢ An active MBI Clearance is highly desirable.
