Senior Product Owner / Business Analyst (Remote) Position Description: Digital Strategy is seeking a Senior Product Owner / Business Analyst to support a high-visibility federal program within a Scaled Agile (SAFe) environment. This is a critical role bridging business needs and technical delivery, ensuring requirements are clearly defined, prioritized, and delivered across multiple development teams. The ideal candidate will be highly organized, proactive, and an excellent communicator – able to manage dependencies, stakeholder expectations, and Agile team processes effectively. Due to federal project guidelines, US citizenship is a requirement. Specific duties will include but are not limited to the following: • Product Ownership: Manage and prioritize the product backlog, write clear user stories with acceptance criteria, and ensure backlog items are refined for development. • Scaled Agile Collaboration: Work within a SAFe framework, coordinating with Product Owners, Product Managers, and Release Train Engineers to align dependencies across 5+ development teams. • Business Process Modeling: Partner with stakeholders to document as-is and to-be processes, identifying inefficiencies and proposing optimized workflows. • Requirements Gathering & Analysis: Facilitate workshops, interviews, and discussions to capture business needs and translate them into functional requirements. • Customer Engagement: Serve as the primary interface with client stakeholders, ensuring alignment between business priorities and technical delivery. • Team Leadership & HR Responsibilities: Manage and provide HR oversight for Business Analysts across delivery teams, including coaching, performance support, and professional development. • Team Enablement: Ensure Agile ceremonies are effective, teams have clarity on requirements, and blockers are addressed quickly. • Change & Risk Management: Proactively manage scope, risks, and dependencies while ensuring timely delivery. • Quality & Delivery Oversight: Support testing and validation of delivered features to confirm they meet defined acceptance criteria. Position Requirements: • Bachelor’s degree in Business, Information Systems, or related field. • 10+ years of total professional experience, with 6+ years in a Product Owner / Business Analyst role. • Proven success managing backlogs and requirements across multiple Agile teams. • Strong experience with Scaled Agile (SAFe) or other enterprise-level Agile frameworks. • Demonstrated ability to write clear, testable user stories and acceptance criteria. • Excellent communication, facilitation, and stakeholder management skills. • Strong organizational skills with the ability to manage dependencies across multiple teams. • Due to federal project guidelines, US citizenship is a requirement. Preferred Qualifications: • Business process modeling experience (e.g., BPMN, process flows, SmartArt in MS Word/Visio). • Familiarity with UI/UX principles for translating requirements into intuitive designs. • Experience in data analytics or systems integration projects. • Certifications such as Certified Scrum Product Owner (CSPO), SAFe Product Owner/Product Manager (POPM), or Agile Business Analyst.
