Senior Google Cloud Engineer – Build FEMA Voice Intake & PDF Automation System (Internal Tool)

## Overview

We are building an internal disaster intake system for our company that will:
• Use AI voice to complete **FEMA Form**
• Capture structured responses from callers
• Store validated data securely
• Generate completed FEMA PDFs automatically
• Export structured spreadsheet reports
• Allow internal staff to review and submit applications

This is NOT a simple chatbot project.

This involves structured form automation, PII handling, secure storage, and backend workflow design.

We are looking for a **senior Google Cloud engineer** with production experience.

Platform will be built on:
• Google Cloud
• Dialogflow CX
• Firestore
• Cloud Functions
• Cloud Storage

## Project Scope

### Phase 1 – Voice Intake
• Build Dialogflow CX conversational flow for full FEMA 009-0-1 form
• Implement required field validation
• Handle conditional branching logic
• Support repeatable sections (vehicles, household members)
• Capture and store structured data (NOT transcripts only)

### Phase 2 – Backend + Data Storage
• Design secure Firestore schema
• Encrypt sensitive data (SSN, DOB)
• Implement role-based access
• Create structured JSON case records
• Store call recordings securely

### Phase 3 – PDF Automation
• Map Firestore data to official FEMA fillable PDF
• Auto-generate completed flattened PDF
• Store PDF per case
• Trigger generation upon case completion

### Phase 4 – Reporting & Spreadsheet Export
• Create export functionality (CSV / Excel)
• Flatten nested JSON data into spreadsheet-ready format
• Allow filtering by:
• Disaster number
• County
• Damage type
• Insurance status
• Income range

Optional but preferred:
• BigQuery integration for aggregated reporting

## Security Requirements (Non-Negotiable)
• PII encryption at rest
• Proper IAM configuration
• Audit logging enabled
• No sensitive data in logs
• Secure environment configuration
• Understanding of HIPAA / government-adjacent compliance best practices

## Required Experience
• Strong experience with Dialogflow CX (not ES)
• Production experience with Firestore
• Cloud Functions (Node.js or Python)
• PDF form automation experience
• Experience handling structured multi-step form workflows
• Secure handling of PII

Preferred:
• Experience with government-adjacent systems
• Experience building voice intake systems
• Experience generating complex CSV exports from nested JSON
