Emmes Group is a biomedical informatics and health information technology-focused consultancy seeking multiple Technical Project Managers at Levels I, II, and III to support their growing portfolio of life science, health informatics, and Federal Government programs. The role involves managing and leading technical projects throughout their lifecycle, ensuring timely delivery and compliance with various requirements.ResponsibilitiesSupport project planning, coordination, scheduling, and execution activities across assigned projectsMaintain project documentation, action item trackers, deliverable logs, risk registers, and reporting toolsParticipate in project meetings and prepare meeting minutes, status updates, and follow-up communicationsAssist with project performance tracking and reporting activitiesEscalate project risks, issues, and schedule concerns to project leadershipSupport compliance with organizational governance policies and contractual requirementsManage end-to-end technical project delivery for assigned projectsApply project controls including scope, schedule, budget, deliverable, and risk managementSupport development and execution of project plans, milestones, and resource coordination activitiesTrack project KPIs and provide performance reporting to leadership and clientsContribute to project reviews and decision-making activitiesSupport compliance with applicable regulatory and contractual requirementsLead complex technical programs and enterprise-level project portfoliosEstablish and oversee project governance, delivery frameworks, reporting standards, and performance metricsDrive strategic planning, resource allocation, forecasting, and risk management activitiesProvide expert consultation regarding software development, systems integration, cloud infrastructure, and IT modernization initiativesLead executive-level project reviews and portfolio health assessmentsDevelop and mature organizational project management methodologies and best practicesSupport deliverable tracking and contract compliance activitiesAssist with Monthly Status Reports (MSRs), Financial Status Reports (FSRs), and project documentationSupport budget tracking and resource coordination activitiesAssist with onboarding and project staffing logisticsMonitor project budgets, forecasts, and resource utilizationSupport contract compliance reporting and project performance trackingCoordinate staffing assignments and identify resource constraintsContribute to organizational process improvement and training initiativesLead budget planning, forecasting, and financial management activities across programsEnsure contract compliance and successful delivery of all contractual obligationsOversee resource allocation strategies and workforce planning activitiesContribute to organizational capability development, strategic initiatives, and service offering expansionMaintain effective communication with internal teams and stakeholdersPrepare project communications, status updates, and presentation materialsSupport cross-functional collaboration and coordination activitiesBuild productive relationships with clients and project stakeholdersCommunicate project status, risks, and mitigation strategies effectivelyFacilitate collaboration across technical and business teamsServe as a trusted advisor to clients, program leadership, and executive stakeholdersTranslate complex technical concepts into actionable business recommendationsDrive strategic alignment across multiple projects, teams, and organizational prioritiesSupport proposal coordination, formatting, research, and documentation activitiesContribute to proposal development, capture support, and technical solution developmentLead and support business development initiatives by developing technical project management approaches, delivery strategies, and client-focused solutionsSupport project intake, initiation, and readiness activitiesMaintain project dashboards, milestone tracking, risk logs, and reporting dataManage project lifecycle activities from initiation through closeoutMaintain project reporting and contribute to portfolio-level dashboards and performance reviewsEstablish and enhance portfolio reporting frameworks, governance processes, and project management standardsDrive continuous improvement through reporting, lessons learned, and organizational best practicesSkillsBachelor's degree in Health Informatics, Clinical Research Administration, Public Health, Information Technology, Computer Science, or a related field required3+ years of project coordination, project management support, or related experience for TPM I6+ years of progressive technical project management experience for TPM II8+ years of progressive technical project management experience for TPM IIIKnowledge of project management methodologies including PMI/PMBOK, Agile, Scrum, Kanban, Waterfall, and SDLCExperience using project management tools such as Jira, Confluence, Smartsheet, and Microsoft ProjectStrong analytical, organizational, and problem-solving skillsExcellent written and verbal communication abilitiesAbility to manage competing priorities and work effectively within matrixed environmentsUnderstanding of project budgeting, forecasting, risk management, and resource planning appropriate to experience levelFamiliarity with federal regulatory and compliance frameworks including NIST, FISMA, FedRAMP, SOC 2, and related standardsMaster's degree (MBA, MHA, MS, or related discipline) preferred for TPM II and TPM III candidatesProject Management Professional (PMP)Certified Associate in Project Management (CAPM)Certified ScrumMaster (CSM)SAFe Agilist (SA) or SAFe Program Consultant (SPC)ITIL 4 FoundationLean Six Sigma Green Belt or Black BeltFederal health
