[Remote] Subcontracts Administrator / Purchasing Specialist

They are seeking a Subcontracts Administrator / Purchasing Specialist to manage the lifecycle of subcontracts and procurement activities for government and commercial programs, ensuring compliance with relevant regulations and leading negotiations with suppliers.ResponsibilitiesAdminister the full lifecycle of subcontracts and purchase orders, including solicitation, evaluation, negotiation, award, and closeoutEnsure compliance with applicable regulations, including FAR, DFARS, and company purchasing policy requirementsServe as the primary interface between internal stakeholders (program management, engineering, manufacturing, quality) and external suppliersExecute sourcing activities including request for quote (RFQ) development, solicitation issuance, and supplier selectionPerform market research to identify qualified suppliers and support competitive procurement strategiesSupport risk identification and mitigation in sourcing activities (e.g., supply chain disruptions, single-source dependencies)Develop and issue RFQs/RFPs; perform price/cost analysis and evaluate supplier proposals for adequacy, compliance, and riskEvaluate supplier proposals for cost, technical acceptability, and compliance with requirementsNegotiate pricing, delivery schedules, terms and conditions, and commercial licensing agreements to achieve best value and mitigate riskSupport manufacturing operations by procuring materials, components, and services aligned with production schedules and technical requirementsDraft, review, and negotiate subcontract terms, including flow-down provisions, data rights, IP/licensing clauses, and indemnification languagePrepare and issue purchase orders and subcontracts in accordance with internal procedures and regulatory requirements (e.g., FAR/DFARS where applicable)Monitor subcontractor performance, including cost, schedule, and technical compliance; address performance issues proactivelyMaintain accurate procurement files and documentation to support audits (e.g., CPSR, DCMA reviews)Identify and mitigate supply chain risks, including single-source dependencies, long-lead materials, and compliance concernsSupport small business utilization goals and supplier diversity initiatives where applicableCollaborate with legal, finance, and program teams to resolve contractual issues and ensure alignment with business objectivesSkillsBachelor's degree in Business, Supply Chain Management, Contracts, or related field (or equivalent experience)5+ years of experience in subcontracts administration, procurement, sourcing, acquisition or purchasing in a government contracting environmentStrong working knowledge of FAR, DFARS, and related federal acquisition regulationsExperience supporting manufacturing environments, including procurement of materials, components, and production-related servicesDemonstrated experience negotiating commercial terms and conditions, including software or technical licensing agreementsProven ability to perform cost/price analysis and evaluate supplier proposalsStrong understanding of subcontract and purchase order types (FFP, CPFF, T&M, etc.) and associated risk profilesExcellent negotiation, communication, and analytical skillsProficiency with ERP systems (e.g., Deltek Costpoint or similar) and Microsoft Office toolsThis position requires an active Secret clearance with the ability to obtain a Top-SecretExperience or familiarity with applying contract requirements in purchasing/sourcingExperience with licensing agreements, intellectual property rights, data rights clauses, procurement requirements/restrictions and export compliance (ITAR/EAR)Experience in aerospace, defense, or complex manufacturing industriesCompany OverviewLMI is a consulting firm dedicated to improving the management of government.
