[Remote] Senior Project Manager

They are currently seeking a Senior Project Manager to lead the planning, development, and execution of the Request for Proposal (RFP) for the replacement of the State’s legacy Medicaid Management Information System (MMIS). This role involves overseeing project activities, managing procurement processes, and ensuring compliance with state and federal guidelines.ResponsibilitiesOversees core Project Management Office (PMO) functions: Develop and maintain the project schedule, assist with the development, maintenance, and execution of the Program Management Plan, and supporting PMO Project Management methodology, process, and implementation guidanceProject health and quality: Monitor deliverables, tracking KPIs, and outcomes of MMIS Replacement project controlling activities such as risk identification and mitigation, issue resolution, budget status, and change requests affecting scopeProject Lead activities: As the Senior Project Manager prepares or contributes to status reports and agendas for weekly, bi-weekly, and monthly meetings, and participates in communicating organizational project strategy decisionsRFP Development: Define the scope of work, technical requirements, business functional requirements, and deliverable schedules for the new MMIS RFPProcurement Leadership: Lead the end-to-end RFP process, including market research, drafting, issuance, Q&A sessions, and vendor proposal evaluationsStakeholder Engagement: Facilitate meetings with executive leadership, IT and business stakeholders, and program staff to align procurement prioritiesCompliance & Governance: Ensure all RFP documentation aligns with state procurement rules and CMS certification guidelinesRisk & Issue Mitigation: Identify and document potential risks, issues, and dependencies related to the system transition to prevent failed implementationsVendor Management: Evaluate vendor solutions and manage interactions during the procurement processSkills8+ years of experience running multiple concurrent projects5+ years working on Medicaid Management Information System (MMIS) or Medicaid Enterprise Systems (MES) projects5+ years supervising product delivery from a team and coordinating service delivery3 – 5 years of Experience managing multi-vendor projects3 - 5 years of strong direct experience with Microsoft Project2 – 4 years of experience with Certification and CMS procurement requirements1 - 2 years performing procurement work (developing RFIs/RFPs, vendor selection, and evaluation)Experience with Medicaid Information Technology Architecture (MITA) 3.0 including the maturity matrix and the Seven Conditions and StandardsPMP or equivalent certificationBachelor's degree in computer science, information systems, or similar fieldPMO experienceFamiliarity with CMS CertificationExperience with State IT system procurement processMust be a team player and a consistent, dependable performer with an excellent work ethic, flexible 'can-do' attitude, and a purposeful commitment to successExcellent problem-solving and customer service skillsExperience with communications and presentations to executive managementExperience with contract administration and vendor managementStrong leadership aptitude to foster a positive work environment that considers the dynamics of physical, social, psychological, and environmental factorsStrong people skills to build client rapport and develop/discipline/reward employeesAbility to manage ambiguity and changeProficiency in Microsoft Office Suite, SharePoint, and project management softwareCompany OverviewFull-service information technology company, IT services, IT staffing It was founded in 2000, and is headquartered in Saratoga Springs, New York, USA, with a workforce of 201-500 employees.
