[Remote] Senior Manager, Business Development

They are seeking a Senior Business Development Manager to expand their reach and deepen partnerships with public agencies across the country by identifying opportunities and managing proposal responses.ResponsibilitiesLead opportunity tracking across multiple states and municipalities using platforms like BidPrime and state/municipal portalsManage the full capture lifecycle - research, qualification, partner engagement, and win strategyServe as lead proposal manager across multiple RFPs and RFQs, coordinating internal and external teamsOwn the proposal calendar and ensure timely, high-quality submissionsDraft and/or edit technical and non-technical proposal sections, including capability statements, staffing, past performance, and cover lettersDevelop internal tools, templates, and BD trackers to support an efficient, scalable pipelineLead knowledge management efforts, including organizing previous submissions and maintaining boilerplate contentSupport staff and consultants in understanding BD processes and contributing to proposalsCoordinate with partners, subcontractors, and subject-matter experts to compile and vet proposal materialsCollaborate with leadership to prioritize target markets and agencies for strategic expansionSkillsMinimum of 6 years relevant experience in business development and/or proposal management, required, including 4 or more years in public health, consulting, or state/local government contractingMaster's degree in Public Health or a related fieldMinimum 5 years client-facing experience, including 2 or more in project leadership rolesAbility to work independently and as part of a team in a fast-paced consulting environmentDemonstrated success managing proposals to state, municipal, or public health agenciesExcellent organizational, communication, and writing/editing skillsProficiency in Microsoft Office, Google Workspace, and proposal collaboration tools (e.g., SharePoint, Smartsheet, etc.)Strong interpersonal skills with a client-service mindsetAn alignment with BME's shared valuesPeople management experience preferredBenefits6+ weeks total leave, including paid vacation, sick time, personal leave, and floating holidaysHealth, dental, and vision insurance, with 75% employer-paid coverage for the employee & 50% employer-paid coverage for dependentsHealth FSA and dependent care FSA401(k) with employer matchEmployer-paid short-term and long-term disability insuranceOne-time technology stipendAnd opportunities for professional development and career growthAnnual bonus opportunity, dependent upon individual and firm performanceCompany OverviewBorn from the urgency of emergency preparedness in 2004, BME Strategies brings a relentless bias toward action to public health transformation.
