They are seeking a Senior Data or Systems Engineer to serve as the primary technical lead supporting the government contractor’s program team, providing technical product support, systems analysis, and data architecture support.ResponsibilitiesServe as the primary technical lead supporting the government contractor’s program teamProvide technical product support, systems analysis, data architecture support, and value engineering recommendationsReview and analyze healthcare-readiness system designs for function, reliability, quality, interoperability, and lifecycle cost effectivenessSupport data dependency mapping, data flow analysis, and architecture mapping across systems, stakeholders, and readiness data sourcesPartner with business analysts, project control analysts, stakeholder managers, and government SMEs to translate mission needs into technical requirementsSupport development and maintenance of system requirements specifications, product backlogs, requirements traceability matrices, data dependency registers, data gap analyses, data sharing trackers, and architecture mapsWork within Agile sprint cycles to support requirements refinement, sprint planning, backlog grooming, demonstrations, retrospectives, and acceptance criteriaSupport alignment between the value team, development teams, data services, cybersecurity, testing, product support, and government stakeholdersHelp identify risks, technical dependencies, data gaps, decision points, and remediation actionsSupport monthly program management reviews and quarterly executive briefings with technical input, status updates, and decision supportEnsure technical artifacts are maintained in government-approved tools such as JIRA, Confluence, SharePoint, or equivalent platformsSupport compliance with applicable data governance, privacy, controlled unclassified information, and federal healthcare data requirementsSkillsBachelor's degree in Engineering, Architecture, Computer Science, Information Systems, Data Architecture, Systems Engineering, or a related technical field8+ years of relevant technical experience in systems engineering, data engineering, data architecture, technical program support, health IT, or federal technology programsFamiliarity with data architecture and/or government healthcare infrastructureFamiliarity with cloud architecture, preferably in a federal, defense, healthcare, or regulated environmentMinimum 4 years of experience working with Agile requirementsExperience with requirements management tools such as JIRA, IBM Jazz, Rational tools, Confluence, or similar platformsStrong technical problem-solving abilityAbility to perform cost-benefit analysis, value analysis, value methodology, or technical trade-off analysisExperience producing or supporting technical artifacts such as system requirements, product backlogs, requirements traceability matrices, data flow diagrams, architecture maps, data dependency registers, or technical decision logsStrong written and verbal communication skills, including the ability to brief technical and non-technical stakeholdersExperience supporting government health IT programs (ideal)Familiarity with DoD acquisition frameworks or artifacts such as JCIDS, Adaptive Acquisition Framework, CDD, CNS, or related acquisition documentationExperience with electronic health records, medical readiness, operational medicine, clinical decision support, healthcare data interoperability, or readiness data platformsUnderstanding of NIST 800-171, HIPAA, Privacy Act, CUI handling, cybersecurity coordination, or federal data governanceExperience supporting AI-enabled, prototype, modernization, or rapid application development programsExperience working as part of an embedded program management or Value Team supporting government leadershipBenefitsHealth BenefitsReferral ProgramExcellent growth and advancement opportunitiesCompany OverviewICONMA: Your Partner in Global Staffing Solutions and Digital Transformation ICONMA is a globally recognized, Woman-Owned staff augmentation and technology consulting firm.
