They are seeking a Project Manager to provide leadership and management support for the Veterans Health Administration's modernization initiatives, ensuring projects are delivered within scope, schedule, and budget while enhancing operational efficiency and service delivery to Veterans.ResponsibilitiesLead and manage modernization projects supporting VFMP operational transformation initiativesOversee project lifecycle activities including: Project initiation, Planning, Execution, Monitoring and control, Reporting, Project closeoutDevelop and maintain Integrated Master Schedules (IMS), project plans, timelines, and implementation schedulesCoordinate project milestones, deliverables, dependencies, risks, and action itemsMonitor project scope, schedule, resource utilization, and overall performanceEnsure projects are delivered within approved timelines and operational objectivesSupport portfolio management activities aligned with VFMP governance standards and modernization prioritiesCoordinate synchronization of modernization efforts, organizational change management activities, and knowledge management initiativesServe as the primary liaison between Government leadership, operational stakeholders, technical teams, vendors, and contractor personnelFacilitate cross-functional collaboration among business, operational, technical, and implementation teamsLead project meetings, governance reviews, implementation discussions, and executive briefingsPrepare and present: Executive status reports, Project briefings, Progress updates, Risk assessments, Recommendations, Decision support materialsSupport stakeholder engagement and communication activities throughout project lifecyclesCoordinate escalation management and issue resolution activitiesEnsure modernization initiatives comply with VHA governance standards, policies, and reporting requirementsDevelop and maintain: Project Management Plans (PMPs), Risk Registers, Action Item Logs, Dependency Trackers, Stakeholder Registries, Status Reports, Meeting Minutes, Implementation Plans, Governance ArtifactsSupport quality assurance and performance monitoring activitiesMonitor contractor performance and deliverable quality standardsCoordinate monthly, quarterly, and executive reporting requirementsSupport modernization efforts involving: Claims processing modernization, Eligibility modernization, Appeals modernization, EDI implementation, Workflow automation, Robotic Process Automation (RPA), Intake modernization, Data integration initiatives, Operational efficiency initiativesCoordinate implementation and deployment activities supporting modernization projectsAssist with operational readiness planning and implementation supportMonitor project impacts on operational workflows and service deliveryIdentify, monitor, and mitigate project risks, dependencies, and implementation barriersCoordinate issue management and corrective action planningEscalate critical issues to Government leadership as appropriateSupport development of mitigation strategies and contingency plansTrack and monitor project action items and operational impactsLead contractor project teams and coordinate project assignments and activitiesSupport onboarding and offboarding of contractor personnelEnsure staff compliance with training, security, and project requirementsPromote collaboration, accountability, and continuous improvement across project teamsCoordinate activities across technical, operational, and business teams supporting modernization initiativesSupport User Acceptance Testing (UAT), end-to-end testing, and implementation readiness activitiesCoordinate implementation schedules and deployment support activitiesSupport operational transition and post-implementation stabilization effortsEnsure modernization solutions meet business and operational requirements prior to deploymentSkillsBachelor's degree in Business Administration, Healthcare Administration, Project Management, Information Systems, Public Administration, Organizational Leadership, or related fieldMinimum four (4) years of Federal healthcare, enterprise project management, or modernization program experienceExperience managing complex modernization, transformation, or operational improvement initiativesExperience managing project schedules, risks, stakeholders, dependencies, and deliverablesExperience supporting operational or technology implementation projectsExperience leading cross-functional project teams in fast-paced environmentsExperience preparing executive-level reports, briefings, and governance documentationPrevious experience supporting Department of Veterans Affairs (VA) or Veterans Health Administration (VHA) programsExperience supporting healthcare claims processing, eligibility modernization, appeals modernization, or EDI initiativesExperience supporting Federal healthcare modernization or operational transformation effortsExperience with Agile, hybrid, or enterprise project management methodologiesProject Management Professional (PMP), Agile, Scrum, or related certificationFamiliarity
