TISTA Science and Technology Corporation is seeking a Program Manager to lead and deliver supply chain management programs, particularly focusing on ERP integration and implementation in a medical supply chain environment. The role involves managing program execution, building a team, and overseeing contract and budget management to ensure successful project delivery.ResponsibilitiesPlan and lead a major ERP integration and implementation in a heavy brownfield environment, where multiple legacy systems must be retired, integrated, or run in parallel during transitionOwn integration strategy across VA's fragmented supply chain, including VHA Logistics (P&LO), Finance and Acquisition (Momentum), Prosthetics, HTM, Pharmacy, Sterile Processing, and Nutrition and Food Services, recognizing that acquisition is national while logistics is local and fragmentedSequence cutover, data migration, parallel operations, and decommissioning with minimal disruption to clinical and operational missionsDrive integration readiness with VA enterprise platforms (VALIP, VAPO, VAEC) and adjacent modernization programs (EHRM and Oracle Health, FMBT, EAM/CMMS, ITAM)Manage cross vendor handoffs, decision logs, accountable interface owners, and integrated release calendars to prevent silent drift that breaks fixed release windowsLead end to end program management for SCM, from intake and PI Planning through release, stabilization, sustainment, and continuous improvementRun SAFe based Agile delivery, coordinating RTEs, Product Owners, Scrum Masters, and Agile Coaches across concurrent product teamsManage scope, schedule, cost, risk, and quality with monthly Program Management Reviews to VA stakeholdersMaintain ATO posture and continuous authorization in partnership with the security organization, ensuring POA&M closure, audit readiness, and zero overdue complianceBuild, lead, and supervise the SCM execution team, including direct supervision of project managers, technical leads, functional leads, and delivery staff across geographically dispersed locationsStand up the team early through pre award staffing readiness and rapid SME onboardingEstablish role clarity, performance expectations, career progression paths, and structured knowledge transfer to sustain a stable, mission aligned teamMentor and develop talent across the SCM team and the broader SCM Domain benchOwn contract execution and financial performance for SCM under federal contract termsManage program level burn rate, EAC and ETC, earned value, margin, and ceiling against contract terms; coordinate cost controls and change ordersManage CDRLs, deliverable acceptance, mods, REAs, and contract compliance; ensure work stays within scope, period of performance, and funding constraintsPartner with TISTA Finance, Accounting, and Contracts on monthly financial reviews tied to delivery metricsProtect contract margin while meeting customer commitmentsServe as the SCM domain voice as needed for SCM adjacent pursuitsContribute to win themes, solution shaping, and technical narratives in partnership with Capture and Proposal Managers, including participation in color reviews (Pink, Red, Gold)Support transition planning and execution as new SCM contracts are wonSkills10+ years of federal IT program and project management experience, including direct experience planning and leading a major ERP integration and implementation in a heavy brownfield application environment (medical supply chain strongly preferred)Demonstrated experience building, leading, and supervising large delivery teams (50+ personnel) across multiple workstreams and dispersed sitesProven federal contract and budget management experience, including EVM, burn rate, CDRLs, mods, change orders, and contract compliance, on programs of $25M+ annual valueExperience integrating modern ERP and SCM platforms (such as SAP, Oracle, Infor, Workday, Momentum, Nuvolo, GHX, ServiceNow) with legacy environmentsSAFe Agile at scale, including ART coordination and PI PlanningAbility to obtain and maintain a VA Public Trust clearanceBachelor's Degree is requiredThe ability to pass a Tier 2/Modest Background InvestigationDirect VA program experience (SCM, VistA, IFCAP, GIP, EHRM, FMBT, VALIP, EAM/CMMS, Prosthetics, HTM)Familiarity with VistA logistics modules, including IFCAP, GIP, AEMS and MERS, BCMA, and ProstheticsFederal acquisition credentials (DAWIA, FAC P/PM) or PMP and PgMPRMF, ATO, and POA&M lifecycle management experienceExisting relationships within VA OI&T, VHA Supply Chain, or VA acquisition leadershipBenefitsAbove Industry Healthcare BenefitsRemote Working OptionsPaid Time OffTraining/Certification opportunitiesHealthcare Savings Account & Flexible Savings AccountPaid Life InsuranceShort-term & Long-term Disability401K MatchTuition ReimbursementEmployee Assistance ProgramPaid HolidaysMilitary LeaveCompany OverviewSince 2005, TISTA has been a trusted partner with innovative IT solutions for the federal government.
