[Remote] Program Manager

Note: The job is a remote job and is open to candidates in USA. Sky Solutions is seeking an experienced Program Manager with expertise in CMS to lead large-scale federal technology programs. The role involves managing complex initiatives related to software design, development, and digital transformation while ensuring compliance and stakeholder satisfaction.ResponsibilitiesLead end-to-end execution and delivery of complex CMS programs, ensuring performance, quality, compliance, and customer satisfactionManage large-scale federal contracts involving software design, development, modernization, integration, and O&M support servicesOversee program scope, schedule, staffing, financials, risks, and deliverables across multiple technical and operational workstreamsManage geographically distributed teams of approximately 90+ personnel, subcontractors, and partner organizationsServe as the primary interface with CMS leadership, contracting officers, CORs, and partner stakeholdersDrive execution across key CMS solution areas including:Program integrity and fraud analyticsData and analytics platformsApplication development and modernizationCloud, digital transformation, and platform modernization initiativesEnsure adherence to CMS governance, reporting, lifecycle frameworks, security, and compliance requirementsLead Agile/SAFe program delivery practices across engineering and operational teamsEstablish and maintain program performance metrics, executive reporting, and continuous improvement initiativesSupport business growth through proposal support, capture activities, transition planning, and strategic client engagementFoster collaboration across technical, operational, QA, security, and business teams to ensure successful delivery outcomesSkills10+ years of experience managing large-scale federal IT and healthcare technology programsDirect experience supporting CMS programs and initiatives (required)Proven experience managing enterprise federal contracts valued at $80M+ with large cross-functional teamsDemonstrated experience managing software design, development, modernization, integration, and O&M programsStrong understanding of CMS organizational structures, delivery environments, and stakeholder managementHands-on experience leading Agile delivery programs using SAFe methodologiesExperience managing subcontractors, distributed delivery teams, and multiple concurrent workstreamsStrong client relationship management and executive communication skills within a federal environmentExperience with federal compliance, governance, reporting, and delivery frameworksBachelor's degree required; master's degree preferredPMP certification requiredAgile and/or SAFe certifications requiredExperience supporting CMS programs such as: Program Integrity / Fraud Analytics, Medicaid / MMIS / data platforms, Marketplace / Eligibility systems, HCQIS or related CMS portfoliosExperience working with leading CMS prime contractors and integratorsExperience supporting federal proposal development, capture efforts, and transition activitiesKnowledge of cloud modernization, DevSecOps, and enterprise data platformsCompany OverviewSky Solutions provides digital process automation, no-code development, agile application development, and cloud services.
