The role involves coordinating with various stakeholders, providing technical support, overseeing data migration, and ensuring quality in technical solutions.ResponsibilitiesMember of Steering Committee and Core project teamsServes as the assigned technical lead on a project teamCoordinates with Department of Vermont Health Access (DVHA), Agency of Digital Services (ADS), Agency of Education (AOE), Local Education Agencies (LEA), EHR vendor and other stakeholders as appropriate to answer problems and questions, then reports back to the project teamParticipates in project meetings and stays abreast of project visionProvides direct technical support to Subject Matter Experts (SMEs) acting in a role referred to as "EHR IT Analysts”, the primary leadership point of contact for the Local Education Agencies role referred to as the "EHR Implementation Leads”, as well as support to other state and school staffProvides oversight of data migration and the implementation of interfaces between the School Based Services Electronic Health Record System and other systemsProvides input on team Agile and Hybrid practices and methodologiesResearches industry trends and best practices that may be applicable to the project teamContinuously talk to the project team to convey technical risk, complexity, and sizing for ideas that the team identifiesWorks with the state's Project Manager to determine technically feasible options for meeting the projects needs and prioritiesSupports infrastructure and platform decisionsOversees and ensures a healthy release management process, including the review and release of the several cohorts as part of go-live for the School Based Services Electronic Healthcare projectResponsible for maintaining overall quality of technical solutionsCoaches and explains technical concepts to the project team to help make decisionsCoaches other technical resources (both on the SOV and vendor team), as appropriateIdentifies, prioritizes and communicates technical debt and possible risksSupports the project team by working with vendors to answer technical questions and this may be through performing technical sprint/research/evaluation and/or prototypesPartners with the business lead, project manager and procurement lead to monitor vendor performanceParticipates in team retrospectives and helps the team continuously improve their practices and processesCoordinates with the vendor to review and produce system documentation and training materials for organizational supportUnblocks issues that may arise; andEvaluates and understands vendor markets to assist with implementing IT modulesFulfill role of a Technical Lead on assigned projectsLead technical design and technology build, test, and deployment activitiesApply considerable support / development / implementation experience, deep understanding of underlying technologies, business process expertise and support process knowledge to interact with a broad spectrum of stakeholders during various lifecycle phasesCoordinate with software vendors to perform investigations on all application issues and provide effective resolutions for same and assist all team members in evaluating technical processes and provide effective interface with vendor partnersRecommend effective modifications to systems to improve efficiency and reduce costs of operations and determine appropriate procedures for all Information TechnologyProvide the State with status information on a weekly basis including, at a minimum: all planned tasks accomplished, planned tasks that are incomplete, or behind schedule in the previous week (with reasons given for those behind schedule); and all tasks planned for the upcoming two weeksSkillsDemonstrated technical skills and reliability to assist the State in completing the projectAbility to fulfill the role of a Technical Lead on assigned projectsExperience in leading technical design and technology build, test, and deployment activitiesConsiderable support / development / implementation experienceDeep understanding of underlying technologiesBusiness process expertise and support process knowledgeAbility to interact with a broad spectrum of stakeholders during various lifecycle phasesCoordination with software vendors to perform investigations on application issuesAbility to provide effective resolutions for application issuesAbility to assist team members in evaluating technical processesAbility to provide effective interface with vendor partnersAbility to recommend effective modifications to systems to improve efficiency and reduce costsDetermination of appropriate procedures for all Information TechnologyCompletion of Annual Cyber Security trainingCompletion of HIPAA trainingCompletion of Annual State Compliance TrainingCompany OverviewE Talent Network is an Recruitment Process Outsourcing company specializes in Staffing and Recruiting.
