Syracuse City School District is undergoing a transformation to improve student achievement and is seeking a Personnel Analyst for Recruitment and Selection. This role involves assisting in the administration of personnel programs and acting as a liaison between management and employees on personnel policies and issues.ResponsibilitiesAssists in the administration of a comprehensive personnel operation in a municipal department in conformance with local personnel policies and practices, merit system rules and regulations and negotiated labor agreementsActs as liaison to both management and employees on questions and issues regarding applicable rules, regulations and personnel policiesAssists in the administration of the employee relations program by interpreting terms of negotiated contracts to ensure uniform understanding; conducting background and factual data gathering on employee grievances and disciplinary matters, and submitting recommendations as appropriateMaintains liaison with the local Civil Service Personnel office to enhance effective merit system administration in such areas as position classification, personnel transactions and merit system compliance by performing such tasks as gathering job data to be analyzed and advising managers on merit system rules and regulationsAssists in human resource planning by determining needs for an increase or reduction in staff, preparing justifications, etc., based on budget forecasts, program growth or decline, or other combination of factors impacting on staffing patternsRepresents the administrator of the personnel operation at meetings to exchange information, carry out commitments and to act on his/her behalf as necessaryPrepares and composes written reports which may include elementary statistics or numerical figuringAssists in the administration of programs relating to personnel and human resource management, such as training, employee benefits, affirmative action, employee-employer relations, et alSupervises clerical employees involved in the personnel and payroll function of the agencyPrepares and maintains personnel files and payroll recordsPrepares payroll or supplies pertinent information to process payroll including employees on leave, name and address changes, job title changes, and changes in employee exemptionsAssists in personnel selection by providing advice and oversight of canvassing and appointment procedures; candidate search methods; and/or adherence to laws, regulations and requirements of appointmentSkillsDegree Level: High School GraduateTwo (2) years of permanent competitive class status as a Personnel SpecialistGraduation from a regionally accredited or New York State registered college or university with a baccalaureate degree; or, Four (4) years of paraprofessional or professional level work experience, or its part-time equivalent, two (2) of which must have been in personnel or human resources managementTo be considered, all candidates must meet the minimum qualifications of the position as outlined on the Onondaga County Civil Service job specifications for this titleThe successful candidate will be required to pass a fingerprint-based background check, at the cost of $104.50 to the candidateCity Residents are encouraged to apply!Company OverviewSyracuse City School District is a public school district based in Syracuse, New York.
