The Manager, Insurance Product and Benefit Design will support the development of health insurance plan designs, ensuring compliance and accuracy across systems and regulatory filings while collaborating with various teams to deliver high-quality health plans.ResponsibilitiesHelp develop insurance plan designs, including benefits, cost-sharing, and network structuresTranslate strategic direction and regulatory requirements into detailed, executable benefit configurationsEnsure plan designs are reflected across internal systems and regulatory filingsPartner with actuarial, regulatory, and compliance teams to validate benefit structures and cost-sharing agreementSupport execution of the product lifecycle from design through filing, implementation, and launch readinessMaintain disciplined operating rhythms across design and filing cycles, ensuring timelines, dependencies, and deliverables are consistently metImprove process optimization and standardization across markets to improve scalability, reduce defects, and enhance speed to marketLead continuous improvement efforts across product design and filing workflows, identifying inefficiencies and implementing sustainable solutionsPerform QA across plan designs, filings, and system configurations to ensure accuracy and complianceIdentify and escalate inconsistencies or risks in design and executionCoordinate across partners to ensure accurate delivery of plansSupport market, competitive, and regulatory analysis to inform plan design decisionsHelp monitor plan performance and identification of improvement opportunities post-launchCompliance with all applicable laws and regulationsOther duties as assignedSkillsBachelor's degree in business, healthcare, economics, finance, or related field5+ years of experience in health insurance product, ACA benefit design, regulatory filings, or related functionsOperations experience following regimented processes associated with product development and regulatory filing processes, including ability to recommend process improvements for scale and optimizationKnowledge of the ACA and small group plan design space, including cost-sharing structures, metal tiers, and essential health benefitsExperience supporting regulatory filings and/or working with filing artifacts (e.g., PBTs, SOBs, SBCs)Strong attention to detail with experience managing complex benefit configurations across systems and documentationExperience working in cross-functional, matrixed environments (e.g., actuarial, finance, regulatory, network, and operations)Demonstrated ability to analyze data and support design and execution decisionsWillingness to travel up to 25% of the timeExperience configuring or supporting plan builds in product systemsFamiliarity with AV calculators, SBC calculators, and regulatory validation processesExposure to multi-state product environments and varying regulatory requirementsExperience supporting plan development, including QA and go-to-market readinessPrior experience in ACA or small group lines of businessExperience with SQL or data toolsBenefitsEmployee benefitsParticipation in Oscar's unlimited vacation programCompany equity grantsAnnual performance bonusesMedical, dental, and vision benefits11 paid holidaysPaid sick timePaid parental leave401(k) plan participationLife and disability insurancePaid wellness time and reimbursementsCompany OverviewOscar is a health insurance company that offers individual and family plans, medicare advantages, and small group products.
