[Remote] Human Resources Support Analyst (SETA)
Note: The job is a remote job and is open to candidates in USA. QinetiQ US is a world-class team delivering next generation technology in defense and security. The Senior Human Resource Specialist will provide leadership and guidance to support the Chief of Staff with various HR tasks, including developing staffing strategies and managing HR functions.
Responsibilities
ā¢ Provide direct support to the Chief of Staff on all hiring actions, both for both civil servants and Intragovernmental Personnel Act (IPA)
ā¢ Develop a staffing strategy in support of a growing office to include drafting packages and support documentation for new government billets
ā¢ Work directly with Washington Headquarter Services on all hiring actions and be familiar with civil servant hiring actions requirements
ā¢ Develop SOPs and supporting documents for all hiring actions (Permanent, temporary, detailee, IPA etc.)
ā¢ Work directly with all internal and external stakeholders on personnel actions, hiring, firing, extensions etc
ā¢ Develop tracking tools to track all government personnel with associated POAM to ensure the timely completion of all HR actions
ā¢ Provide routine administrative support for all current and future government employees
ā¢ Develop HR policy, to include drafting and developing post-employment restriction protocols with applicable stakeholders
ā¢ Manage various HR functions including recruitment, employee relations, benefit administration, and support to the organizations workforce
ā¢ Organize training goals and objectives for the government workforce
ā¢ Develop and maintain employee files and ensure confidentiality of personal and sensitive information
ā¢ Special projects as desired
Skills
ā¢ TS/SCI-Eligible - Currently hold an active TS/SCI or have held an SCI and have been debriefed in the last 24 months; #qinetiqclearedjob
ā¢ Bachelors degree in Human Resources, Administration or a similar field
ā¢ Experience with WHS and the various different billet classes of government employees
ā¢ Experience working in a TS/SCI/SAP environment
ā¢ Minimum of 15 years of Human Resource experience preferrably in the government
ā¢ Proficient in MS PowerPoint, excel and/or other equivalent program management tools
ā¢ Excellent communication skills, ability to work in a team environment, and be independently motivated
ā¢ Ability to work in a remote environment and communicate effectively
ā¢ Previous experience with WHS
ā¢ Previous government service experience
ā¢ Familiar with Intergovernmental Personnel Act Mobile Program
ā¢ Experience developing MS PPT briefing products and white papers
ā¢ Good organizational skills with experience coordinating large meetings both in-person and virtual
ā¢ Proactiveness with ability to identify and resolve problems or issues in a timely fashion
ā¢ Master's degree
