Gainesville Regional Utilities (GRU) is seeking a highly analytical and detail-oriented Financial Systems Analyst Lead to support and optimize the finance department’s financial systems and business processes. The role involves collaborating with various stakeholders to enhance system functionality, ensure data integrity, and streamline processes while providing leadership and support for financial system upgrades and maintenance.ResponsibilitiesResearches, evaluates, and analyzes the use and performance of financial software and related operational strategies, business processes and procedures. Makes recommendations to improve responsiveness, accuracy, usability, and reliability of financial, budgetary, and accounting operations, transactions, and reportingParticipates in new software procurement including requirement gathering, initial studies, creation of functional and technical specification and evaluation of vendor interviews and responsesCombines financial analysis, reporting, and business systems analysis to support solutions for budget, finance, and administration areas, as well as management reporting in generalPrepares and reviews varied financial and operating reports and analyses in multiple software systems for supervisors, internal organizational areas, and external parties as needed. These could include status reports, monthly and quarterly summaries, forecasts, and other analyses relating to all aspects of operations including budgets, budget to actuals, actuals, costing, cost variances, project systems, capital assets, funding, and other various areasActively participates in and contributes to financial system upgrades, implementations, and system and process re-engineering efforts. Provides support in the development, implementation, and optimization of business application systems, and evaluates the impact of process changesTroubleshoots, analyzes, resolves, monitors and documents complex user inquiries and issues with system configuration and interfaces, data collection, data retrieval, queries, reporting, program intent, and data errorsAnalyzes and executes alternative methods and techniques for optimizing software use to support timely and accurate financial information, transactions, and reportingResearches and performs analysis of data sources and relationshipsDesigns, coordinates, and executes complex functional test scenarios, cases, scripts, and plans to evaluate software and operational changesTranslates business and stakeholder requirements into functional software specifications for financial system projects, upgrades, and reporting needsDevelops, plans, coordinates, and conducts technical and procedural training and informational workshops for business readiness activitiesStudies actual and potential problems and presents findings and solution alternatives to supervisorsAnalyzes data in support of business functions and process knowledge. Uses analysis and modeling techniques to support institutional processes and promote organizational improvementPrepares, reviews, and approves documentation to departmental standardsFunctions as a liason with the IT department collaborating in the implementation and support of budget, finance, and accounting related technology projects and initiativesWorks with the IT department, users, vendors, and consultants to resolve questions regarding program intent, output requirements, reporting, and data managementCoordinates with the IT department to establish and track project priorities and progress. Provides leadership to cross-functional linked teams in addressing financial or systems issuesPerforms other analyst work in the Budget, Finance, and Accounting department, as deemed necessary by supervisorProvides direction and oversight of work of lower level analysts in the Finance and Accounting department of the Department as neededWorks with the budget, finance, and accounting departments to ensure compliance with established internal policies and procedures, and external requirements and standards such as NARUC (National Association of Regulatory Utility Commissioners), Federal Energy Regulatory Commission (FERC), Governmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP). Develops and modifies detailed reporting procedures, policies and systems in order to meet the changing requirements of the DepartmentAttends work on continuous and regular basisSkillsBachelor degree from an accredited college or university with major course work in Information Technology, mathematics, business administration or related field, and six (6) years of progressively responsible experience in business information systems, integrated system analysis, professional analytics, or software lifecycle management; orAssociate degree from an accredited college or university with major course work in Information Technology, mathematics, business administration, or related field and eight (8) years of progressively responsible experience in business information systems, integrated system analysis, professional analytics, or software lifecycle management; orGraduation from high school or possession of an acceptable equivalency diploma and ten (10) years of progressively responsible experience in business information systems, integrated system analysis, professional analytics, or software lifecycle managementValid Florida Class E Driver's License requiredGeneral proficiency with applications in the Microsoft Office suiteAdvanced knowledge and experience of the data and process flow within an integrated software systemAdvanced computer skills, including expertise in Microsoft Excel using formulas, lookups, pivots, charts, and graphs. Proficiency with Microsoft Access, data imports and exports, database join concepts, and relational data base query language and constructionAbility to identify problems or gaps in financial systems, solve problems in a creative manner, and implement opportunities for improvementAdvanced knowledge of and experience with collecting data, analyzing information, generating reports, programming, relational database operations and general data automationAbility to translate financial system automation requirements to developers and analysts in IT and other areasAbility to communicate, both orally and in writing, and work effectively with customers, coworkers, supervisors, and managersAbility to effectively plan and organize work to meet time constraints and ensure quality performance in supporting multiple applications and assignments while balancing strategic and tactical prioritiesWorking knowledge of project management methodologies, software development lifecycles, and software testing principlesA strong knowledge of the data and process flows within an integrated software systemAdvanced knowledge of business processes with emphasis in one or more of the following areas: Finance, Accounting, Purchasing, Inventory Management, HR/Payroll, Customer Service, Marketing and Communications, Work Management, Field OperationsAbility to accomplish projects working with and through othersDemonstrated commitment to delivering customer successAbility to determine multiple approaches and choose the most appropriate solutionAbility to develop software training approach and teach coursesCompany OverviewGainesville Regional Utilities deals with multi-service disruptions like electricity, water and gas for retail and wholesale customers.
