[Remote] Director of Human Resources & People Operations

Mission Telecom is a nonprofit wireless broadband provider seeking an experienced fractional Director of Human Resources & People Operations to enhance their HR practices and organizational culture during a growth phase. The role involves strategic advising and hands-on implementation of HR policies, ensuring compliance, and fostering a positive employee experience.ResponsibilitiesDevelop, implement, and maintain HR policies, procedures, and best practicesEnsure compliance with applicable federal, state, and employment regulationsAdvise leadership on HR-related risks, opportunities, and organizational needsSupport workforce planning and organizational design initiativesPartner with leadership to create practical, people-centered policies that support consistency and accountabilityOversee day-to-day HR operations including onboarding, offboarding, employee changes, and documentationManage HR processes and reporting through ADP Workforce NowMaintain personnel records and employment documentationSupport benefits administration, leave tracking, and related employee programsEnsure data integrity and reporting accuracy across HR systemsServe as a trusted advisor to employees and managersPartner with leaders to navigate employee relations matters fairly, consistently, and with sound judgmentFoster a positive, inclusive, and mission-aligned employee experienceSupport communication, engagement, and retention initiativesPromote a culture of accountability, collaboration, continuous learning, and belongingProvide coaching and guidance to supervisors and people leadersSupport performance management processes and goal-setting practicesAssist leaders in building strong teams and addressing performance concerns constructivelyIdentify opportunities for leadership development and manager trainingSupport compensation benchmarking, pay equity reviews, and development of compensation philosophy and practicesAssist leadership with workforce planning and staffing decisionsDevelop HR metrics, dashboards, and workforce reportingMonitor trends related to retention, engagement, performance, and employee developmentRecommend improvements based on data and organizational needsCoordinate required training programs and compliance-related educationTrack training completion and documentationIdentify opportunities to improve employee and manager developmentSupport initiatives that strengthen organizational effectiveness and employee growthDemonstrated knowledge of federal, state, and multi-state employment laws and regulations, including wage and hour requirements, leave administration, accommodations, anti-discrimination laws, I-9 compliance, pay transparency requirements, and employment-related reporting obligationsSkillsBachelor's degree requiredMinimum 12 years of progressive HR leadership experienceSHRM certification (SHRM-SCP or SHRM-CP) requiredExperience serving as sole or senior HR leader in a nonprofit or multi-program environmentStrong employment law compliance backgroundDirect experience with ADP Workforce Now or similar systemsDemonstrated experience creating executive-level HR metrics and dashboardsProven ability to build structure in organizations lacking formalized HR systemsCompany OverviewMission Telecom Giving supports telecom-focused charities through donations, partnerships, resources, and ways to help.
