They are seeking a skilled Cultural Resources Principal Consultant to support the implementation of broadband projects with federal environmental and historic preservation requirements. The role involves managing client engagements, facilitating consultations, and ensuring compliance with environmental regulations.ResponsibilitiesReview grant applications for compliance with the National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), Endangered Species Act and other environmental regulationsFacilitate all aspects of consultation with state or tribal historic preservation offices (SHPOs/THPOs)Review project plans and designs to identify potential areas of concern, environmental and cultural resources impacts, and provide recommendations for minimizing or mitigating those impactsDevelop and implement policies including best management practices related to environmental compliance as it applies to federal financial assistance programs to expand broadband access and adoptionLead coordination with broadband stakeholders to provide guidance and technical assistance on environmental and cultural resource issues related to broadband infrastructure deployment and adoption and ensure timely completion of environmental reviews and approvalsCoordinate with clients to identify and secure any necessary Federal, State, and Regional/Local permits to carry out their projectsAct as CTC’s main point of contact for client engagementCommunicate with client stakeholders to communicate concepts and obligations, build consensus for required actions, and advise on necessary actionsPerform research and analysis to support recommendations for broadband infrastructure and digital equity planning and implementationReview data from clients, disperse as needed among internal teams, and manage/track deliverablesCollaborate with senior management on strategies that are best suited to client needsInteract with cross-functional projects that incorporate expertise from GIS, engineering, and other disciplines, while coordinating deliverables and managing interdependenciesReview and edit all reports/deliverables for each assigned project, ensuring quality before delivery to clientsEnsure that projects are completed on time and on budgetSupport the growth and development of other members of the CTC teamSkills8 years of experience, including expert knowledge of historic preservation and cultural resources managementDemonstrated experience supporting or performing NHPA Section 106 consultations with state or tribal historic preservation offices (SHPOs/THPOs)Expert familiarity with Section 106 regulations of the National Historic Preservation Act (NHPA) and State Environmental Policy Act (SEPA)Experience working with state and federal agencies to coordinate permitting and consultations required for infrastructure improvements, in a manner compliant with state and federal funding requirementsExperience communicating NHPA requirements, concepts, obligations, and activities to business users that lack technical and environmental expertiseProven ability to manage client engagements and relationships and provide leadership to teamsExcellent written and verbal communication skillsExceptional organizational skillsAttention to detail, analytical skills, critical thinking, and problem-solving skillsBachelor's degree or higher in historic preservation, land use planning, architectural history, or related fieldExperience with the National Environmental Policy Act (NEPA) and associated procedures is beneficial, but not required for this positionCompany OverviewCTC Technology & Energy is an established, woman-owned consulting firm that offers a unique combination of qualifications and capabilities in broadband financial analysis, business planning, engineering, and network strategic planning.
