[Remote] Community Development Consultant - ON CALL (REMOTE ROLE)

ICF is a global advisory and technology services provider, and they are seeking a Community Development Consultant to support the U.S. Department of Housing and Urban Development (HUD). This role involves providing expert consulting skills and programmatic expertise to assist low- and moderate-income families, focusing on economic opportunity through Section 3 requirements and related initiatives.ResponsibilitiesWork with a diverse set of stakeholders including public housing authorities, HUD Community Planning and Development (CPD) grantees who work with the Community Development Block Grant (CDBG), HOME, etc., programsFocus work is in creating economic opportunity through the Section 3 requirements that overlay HUD granteesDevelop/deliver training sessions, conference presentations, workshops, and webinarsFacilitate technical assistance engagements, either in-person or virtually through web-based softwareFocus on best practice and innovative strategies related to HUD programsContribute to the design of tools, drafting of reports, and development of policy guidanceExperience, knowledge and/or lived experience in utilizing a racial equity lens throughout work products, webinar deliveries, etcSkillsBachelor's Degree or equivalent in Public Administration, Planning, Public Policy, Government or a related discipline or minimum 10 years of professional experience in similar fieldMinimum of 10 years knowledge in HUD programs, specifically administering programs where Section 3 is an economic opportunity programA general understanding of HUD reporting systems (e.g., IDIS, DRGR, and other PHA reporting systems) for Section 3 reportingDemonstrated success developing and delivering trainings, workshops and webinars; program assessments and evaluation; facilitation, and public speaking to a variety of audiencesThis is a home-based position and up to 25% travel may be requiredA commitment to affordable housing and serving all of those who are under-servedExcellent verbal, interpersonal and written communication skillsStrong analytical, problem-solving and decision-making capabilities to analyze situations, identify existing or potential problems, and recommend solutionsAbility to multi-task with various projects and responsibilitiesProficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)Previous work with Department of Labor, Workforce Innovation and Opportunity Act (WIOA), Youth Build, workforce investment boards, and/or job training programs, is a plusBroad knowledge in Fair Housing and Equal Opportunity laws and requirementsCompany OverviewICF is a global consulting and technology services provider focused on making big things possible for our clients.
