[Remote] Business Development and Proposal Development Consultant Roster

IREX (International Research & Exchanges Board) is seeking to establish a roster of qualified individual consultants and/or firms to provide business development and proposal development support. The role involves supporting the full proposal lifecycle, including capture, design, drafting, costing, and submission, while ensuring compliance with donor requirements.ResponsibilitiesSupporting proposal development processes from pre-positioning through submissionProducing high-quality, donor-compliant deliverables aligned with solicitation requirementsParticipating in proposal design workshops, review cycles, and coordination processesCollaborating with internal staff, partners, and subject matter expertsDelivering work under compressed timelines with strong quality controlDraft technical narratives, including technical approach, implementation, and management sectionsTranslate design inputs into clear, compelling proposal languageEnsure responsiveness to solicitation requirements and evaluation criteriaSupport concept notes, executive summaries, and narrative revisionsLead proposal planning, timelines, and deliverable trackingCoordinate inputs from internal teams, partners, and consultantsEnsure compliance with donor requirements (formatting, page limits, submission)Facilitate review processes and decision points, ensuring a competitive and compliant bidDevelop detailed budgets and cost narrativesEnsure accuracy, competitiveness, and compliance with donor regulationsAlign technical design with cost assumptionsConduct cost realism checks and budget validationDesign results frameworks, indicators, and learning approachesIntegrate MEL into proposal design and technical approachesDevelop MEL plans aligned with donor expectationsSupport adaptive management and evidence-based programming frameworksManage document control, formatting, and version managementCoordinate annexes, attachments, and submission materialsManage logistical and administrative support for proposal teams including meeting scheduling and note-takingSupport copyediting, formatting, and final packagingEnsure submission readiness and compliance checklistsProvide sectoral expertiseContribute to program design, theory of change, and technical approachesDraft or review specialized sections of proposalsEnsure approaches reflect current best practice and evidenceRecruit qualified key staff for proposal teamsCreate graphic elements for proposals including cover sheets and visual elementsCopyedit proposal narrativesSkillsProven experience in one or more functional areas listed aboveStrong track record supporting proposals for major donorsAbility to work independently and as part of fast-paced, distributed teamsHigh attention to detail and ability to meet tight deadlinesStrong written and verbal communication skillsAt least 10 years of proposal experience for technical writers and proposal managersExperience across a variety of donorsAbility to meet compressed deadlines and participate in rapid review cyclesProfessional English writing/editing proficiency (other languages are an advantage)Optional writing sample for technical writing applicationsOptional graphic samples for graphic design applicationsCompany OverviewIREX is a nonprofit organization that builds a more just, prosperous, and inclusive world by empowering youth, cultivating leaders.
