Position Justification:

The Regulatory and Compliance Manager – Exports is responsible for ensuring that the organization’s export activities comply with all applicable international trade laws, regulations, and internal policies. This role oversees export licensing, documentation, and trade compliance programs, and acts as the primary liaison between the company and relevant regulatory bodies.

Essential Duties and Responsibilities:

Export Health Certificates (EHCs)

- Prepare, review, and submit documentation required for Export Health Certificates to support timely global shipments.

- Liaise with USDA APHIS Veterinary Services and other regulatory authorities to ensure accurate and compliant certificate issuance.

- Track country-specific requirements and ensure all materials, claims, and manufacturing processes meet importing country regulations.

- Maintain templates, checklists, and supporting documentation related to EHC applications.

- Monitor changes in export requirements and communicate updates to internal stakeholders.

APHIS Factory Packets

- Develop, update, and maintain APHIS factory packets for each manufacturing site, ensuring full alignment with USDA export program standards.

- Coordinate gathering of facility information, flowcharts, formulations, sanitation procedures, and HACCP/PC documentation.

- Support facility audits or inspections related to APHIS export eligibility.

- Ensure all factory documentation remains current, consistent, and audit-ready for regulatory review.

Regulatory Compliance & Documentation

- Ensure product compliance with AAFCO, FDA (21 CFR 507), USDA, and global regulatory frameworks for pet food.

- Review product formulations, ingredient statements, and manufacturing processes for regulatory alignment.

- Maintain regulatory databases, country requirement matrices, and document control systems.

- Support label reviews for export markets to ensure compliance with country-specific requirements.

- Assist with responses to regulatory agencies, import authorities, and internal compliance inquiries.

Cross-Functional Collaboration

- Partner with Quality Assurance, Supply Chain, R&D, and Operations teams to gather required data for regulatory submissions.

- Provide regulatory guidance during new product launches, formula changes, and export route expansions.

- Represent regulatory affairs in meetings related to export readiness, documentation, and product shipments.

Essential for Success:

Required

- 2–4 years of regulatory experience in the pet food, feed, or food manufacturing industry.

- Working knowledge of USDA APHIS export programs and Export Health Certificate requirements.

- Strong understanding of FDA and AAFCO regulations for animal food.

- Excellent organizational, writing, and document-management skills.

- Ability to manage multiple projects simultaneously with high attention to detail.

Preferred

- Bachelor’s degree in Animal Science, Food Science, Regulatory Affairs, Biology, or related field.

- Experience with international pet food regulatory frameworks (e.g., EU, LATAM, Asia-Pacific).

- Direct experience compiling APHIS factory packets for pet food manufacturing plants.

- Familiarity with quality systems including HACCP, FSMA Preventive Controls, and GMPs.

- Prior experience interacting with regulatory authorities or certification bodies.

Physical Demands:

May travel up to 5% of the time
