Project Manager – Federal Construction (Primavera P6 / Submittals / Government Interface)

Remote Full-time
Project Manager – Federal Construction (Primavera P6 / Submittals / Government Interface)

Location: Remote (U.S.-based) – Preference for Western U.S. candidates

Salary: $125,000 – $145,000 (depending on experience) + performance bonus

RX3 Communications, Inc. is a HUBZone-certified federal contractor specializing in electrical systems, telecommunications infrastructure, and design-build construction. We support a wide range of federal agencies including DoD, USACE, NAVFAC, and VA, delivering high-quality projects in complex and regulated environments.

Position Overview

RX3 is seeking a Project Manager with strong federal construction experience to lead execution of design-build and MATOC task orders. This role is focused on project execution, Primavera P6 scheduling, submittal management, and direct coordination with Government stakeholders.

The Project Manager owns the project schedule and submittal process and serves as the primary interface with the Government. A dedicated Quality Control Manager (QCM) will be assigned to each project; the PM will coordinate closely with the QCM but will not serve in that role.

As a HUBZone-certified small business, RX3 gives hiring priority to candidates residing in a qualified HUBZone.

This is a fully remote position with limited travel (typically 10–15%). Most project work and coordination occurs within the Pacific and Mountain time zones, and candidates should be available during these business hours.

Key Responsibilities
• Serve as the primary point of contact with Government representatives (COR, KO, QA)
• Develop, manage, and maintain Primavera P6 schedules, including baseline creation, updates, and recovery planning
• Use the schedule as a primary project control tool, aligning it with submittals, procurement, and field execution
• Lead and manage the full submittal process, including tracking, coordination, and timely delivery
• Coordinate subcontractor activities to support schedule and project milestones
• Manage RFIs and project documentation
• Coordinate with the QCM to ensure alignment between project schedule, submittals, and Three-Phase Quality Control activities
• Support execution of multiple concurrent federal task orders

Required Qualifications
• 7+ Years experience managing federal construction projects (USACE, NAVFAC, DLA, or similar)
• Demonstrated experience developing and maintaining Primavera P6 schedules (not just reviewing)
• Strong experience with submittal management on federal projects
• Experience serving as primary interface with Government stakeholders (COR/KO/QA)
• Ability to read and interpret plans and specifications

Preferred Qualifications
• Experience with design-build projects
• Working knowledge of USACE/NAVFAC Three-Phase Quality Control systems
• QCM-C certification (preferred, not required)
• Experience with telecommunications, electrical, or infrastructure projects

Location & Hiring Preference
• Priority consideration will be given to candidates residing in a qualified HUBZone
• Preference will also be given to candidates located in the Western United States to align with RX3’s project footprint

Additional Information
• Travel: Approximately 10–15% depending on project needs
• Primary working hours aligned with Pacific and Mountain time zones
• Role focus: execution, scheduling, submittals, and government coordination
• Centralized support provided for buyout, invoicing, and contract administration

Compensation
• Base Salary: $125,000 – $145,000, depending on experience
• Performance-based bonus tied to project outcomes
• Medical, dental, and vision stipend
• 401(k) with 4% match
• Unlimited PTO + federal holidays
• Professional development support (certifications, training)
