General Nature of Work

Under limited supervision, this role supports a state-level environmental services organization’s Office of Technology by leading the delivery of complex, high-impact hybrid Agile initiatives. The Project Manager aligns project execution with organizational strategy, drives cross-functional collaboration, and mentors junior project managers to build delivery excellence across multiple business domains.

This position will primarily serve as the Project Manager for a large-scale Application Migration and Modernization initiative. The project involves transitioning applications from a legacy environment inherited from a former state agency into a newly established agency infrastructure. The goal is to modernize the technology portfolio, improve operational efficiency, and reduce costs through a structured, strategic migration approach.

This is a high-visibility, high-impact role with multiple moving parts—ideal for a professional who thrives in dynamic environments and values seeing tangible results from their work.

The Project Manager is responsible for ensuring projects are delivered on time, within scope, and within budget, while remaining aligned with agency goals. The role requires a high level of independence, strong collaboration with internal programs and external stakeholders, and the ability to manage multiple priorities with confidence.

Examples of Work
• Direct and manage complex, high-impact projects using hybrid Agile methodologies
• Develop and deliver executive-level project updates and presentations
• Facilitate collaboration among business leaders, product owners, and technical teams to align project goals and expectations
• Lead Agile ceremonies including sprint planning, reviews, retrospectives, and daily stand-ups
• Coach and mentor junior project managers and project staff
• Support enterprise-wide planning and systems integration initiatives
• Ensure compliance with state procurement and fiscal policies, including contract negotiation and vendor management
• Interpret and apply applicable laws, regulations, and agency policies to ensure accountability and compliance

• Advanced Agile project planning and execution skills
• Strong leadership and team coordination capabilities
• Ability to manage multiple high-impact projects simultaneously
• Excellent written and verbal communication skills
• Strategic thinking and problem-solving ability
• Proficiency with Microsoft 365 and Agile project tracking tools

Special Requirements
• Project Management Professional (PMP) certification

Minimum Requirements
• Bachelor’s degree in business, public administration, information systems, or a related field
• Minimum of 5 years of experience managing large-scale projects of moderate complexity and risk
• Demonstrated experience leading Agile teams and managing full project lifecycles
• Proficiency with Agile project management tools such as Microsoft Planner (Premium), JIRA, or similar (Agile preferred over Waterfall)
• One or more Agile project management certifications, such as:
• PMI Agile Certified Practitioner (PMI-ACP)
• SAFe Agilist (SA)
• Disciplined Agile Scrum Master (DASM)

Preferred Qualifications
• Master’s degree in Business Administration, Public Administration, Information Technology, or a related field
• 10+ years of project management experience, preferably in a government or large enterprise environment
• Experience leading application migration or modernization projects
• Experience managing complex IT initiatives
• Familiarity with state government environments and processes
• Knowledge of government procurement and fiscal policies
• Experience with contract negotiation and vendor management
• Strong understanding of enterprise systems and cross-agency collaboration
