The Office of the NYS Comptroller, led by Thomas P. DiNapoli, is seeking a Project Manager. The role involves developing project management plans, coordinating project team activities, and ensuring project objectives are met through effective stakeholder interaction and progress reporting. Responsibilities Develops or uses pre-existing project management plans and documents to coordinate and support the activities of a project team; participates in reviewing project proposals or plans to define basic scope statements, and documents basic project requirements; determines project start and end dates and establishes critical milestones within the project schedule; records and reports schedule progress and project expenditures; records quality metrics concerning the project and product performance; compiles project reports and communicates project status; interacts with stakeholders and coordinates the activities of the project team to ensure that the project objectives are met; designs, develops, and/or refines templates to support project management; may train agency staff in basic project management processes and tools; prepares project portfolio or project inventory reports; organizes and maintains a project management library, project tools repository, or a project management website; and assists a higher level Project Manager or program area manager on more complex projects Skills Four (4) years of qualifying experience*; OR An associate's degree AND two (2) years of qualifying experience*; OR A bachelor's degree or higher for appointment to Project Manager Trainee 1 (equated to SG-14) Five (5) years of qualifying experience*; OR An associate's degree AND three (3) years of qualifying experience*; OR A bachelor's degree AND one (1) year of qualifying experience*; OR A master's degree or higher for appointment to Project Manager Trainee 2 (equated to SG-16) Six (6) years of qualifying experience*; OR An associate's degree AND four (4) years of qualifying experience*; OR A bachelor's degree AND two (2) year of qualifying experience*; OR A master's degree AND one (1) year of qualifying experience*; OR A doctorate for appointment to Project Manager 1 (full journey level, SG-18) Professional experience must be performing the duties of the full performance level position: project management which must have included planning and at least three other of the management process groups: origination (including governance work intake, portfolio management, capacity demand planning); initiating; executing; controlling; and, closing; and the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 or 52.6 of the Civil Service Law For 70.1 or 52.6 transfer to a Project Manager 1, SG-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above.
