The Program Manager (Contracted) will play a pivotal role in shaping and scaling product operations to enable predictable, high-velocity delivery. This position focuses on establishing operational processes, aligning product and engineering teams, and ensuring roadmap commitments are met with accuracy and consistency. The role requires hands-on leadership in planning, facilitating ceremonies, and implementing metrics-driven practices to improve delivery efficiency. The ideal candidate thrives in building structure within dynamic, fast-moving environments, and enjoys working closely with cross-functional teams to translate business requirements into actionable engineering initiatives. Accountabilities: • Establish and maintain product operations processes, including intake, requirements definition, sprint planning, and roadmap management. • Facilitate rituals ensuring engineers understand scope, context, and business value before committing to work. • Implement work-in-progress limits, dependency tracking, and capacity planning to enable parallel initiative execution. • Build and maintain roadmap infrastructure with clear Now/Next/Later visibility for stakeholders. • Lead quarterly and monthly planning cycles to produce realistic timelines and firm delivery commitments. • Facilitate initiative kickoffs, stand-ups, retrospectives, sprint closures, and review meetings. • Track and communicate program status, risks, and delivery timelines to stakeholders across all levels. • Collect data to establish baseline team velocity and measure delivery predictability. • Design and implement definition of done, bug triage, and sprint closure processes. • Drive continuous improvement through retrospectives and iterative process enhancements. Requirements: • 5+ years of program or project management experience in product or engineering operations. • Proven ability to establish and refine processes in complex or fast-moving environments. • Deep understanding of software development lifecycles, technical constraints, and estimation challenges. • Strong facilitation and communication skills for both technical and non-technical audiences. • Practical experience applying agile methodologies in real-world settings. • Ability to translate business requirements into actionable engineering work. • Data-driven mindset with experience measuring velocity, cycle time, and delivery performance. • Preferred: experience in healthcare technology or regulated industries, Scrum Master or PMP certifications, familiarity with Jira/Confluence, understanding of modern web applications and cloud platforms.
