Policy Analyst Location: Falls Church, VA Job Description: Policy Analyst Location: Falls Church, VA U.S. Navy Bureau of Medicine and Surgery (BUMED) Schedule: Part-time (remote work may be available with Government approval) Clearance: Must be able to obtain and maintain a federal security clearance • This position is contingent on the award of a federal contract Position Overview The Policy Analyst will provide part-time support to the U.S. Navy Bureau of Medicine and Surgery by conducting policy research, development, and analysis to strengthen federal and DoD emergency management operations. This role requires demonstrated experience with interagency coordination, policy development, and program support. The Policy Analyst will contribute to the development and revision of policies, SOPs, CONOPS, and implementation plans, while maintaining FCC-related documentation and partner engagement tools. Key Responsibilities • Policy Development & Review • Draft, review, and revise policies, SOPs, CONOPS, and implementation plans. • Conduct policy reviews to ensure compliance with DoD, federal, and interagency standards. • Support action officer-level responsibilities in policy development and coordination. • FCC-Specific Responsibilities • Maintain and update the Federal Coordinating Center (FCC) partner engagement database. • Develop, update, and revise FCC SOPs and training modules to meet evolving mission requirements. • Provide technical expertise and input on policy alignment for FCC operations. • Research & Analysis • Analyze emerging DoD and federal directives to assess impact on BUMED security and emergency management programs. • Support interagency coordination efforts to strengthen operational readiness. • Provide written reports, briefings, and recommendations for senior leadership decision-making. • Collaboration & Communication • Engage with stakeholders across DoD, interagency, and FCC networks to align policies with mission objectives. • Document action tracking, meeting minutes, and ensure effective follow-up on partner engagement activities. • Support the development of training materials to reinforce policy implementation. Required Qualifications • Bachelor s degree in Emergency Management, Security Studies, Public Policy, Information Security, or a related field. • In lieu of degree, 10 years of progressively responsible professional experience. • Minimum of 5 years of relevant professional experience. • Successful completion of the Federal Coordinating Center (FCC) Course within the last 3 years. • U.S. Citizenship and eligibility for a federal security clearance. • Proficiency with Microsoft Office Suite and collaboration tools. • Excellent written and oral communication skills. • Demonstrated experience drafting, reviewing, and revising policies, SOPs, CONOPS, and implementation plans. • Advanced knowledge of DoD interagency coordination, policy development, and action officer responsibilities. Additional Information • Work Location: Falls Church, VA (remote work options subject to government approval). • Background Investigation: Must pass a federal background investigation prior to employment. • Schedule: Part-time, with flexible hours to be determined in coordination with government requirements.
