Network Engineer III

Job Summary:

The Network Engineer III is responsible for designing and engineering network infrastructure projects, with a special focus on projects related to road relocations and other public infrastructure developments (Oblig, JC38). This role requires collaboration with various government agencies to ensure telecommunications infrastructure is seamlessly integrated with public works projects.

This position requires a high level of expertise in outside plant engineering, comprehensive project management skills, and the ability to coordinate effectively with both internal teams and external stakeholders, including local municipalities and state agencies. The engineer must possess the expertise to interpret relevant plans, execute necessary documentation, and handle the processes required for reimbursement.

Key Responsibilities:
• Develop and engineer innovative solutions for the relocation and upgrading of network infrastructure, ensuring alignment with public works projects.
• Focus on creating scalable, reliable, and efficient network designs that enhance service quality and operational efficiency.
• Design detailed network plans, including the layout of copper, fiber optic routes, and equipment specifications, while incorporating network optimization strategies to improve overall network performance.
• Skillfully read and interpret TXDOT roadway engineering plans, including detailed roadway profiles and station markers.

Project Management and Implementation:
• Lead and manage end-to-end project lifecycle, from initial planning through to deployment and post-implementation review.
• Lead and manage contract engineers, focusing on rigorous quality control and design training to ensure high standards of workmanship and adherence to project specifications.
• Coordinate closely with construction teams, ensuring projects are completed on time, within budget, and to the required quality standards.

Stakeholder Engagement and Compliance:
• Act as the primary interface with local governments, municipalities, and state governing bodies, ensuring compliance with regional regulations, and building strong relationships.
• Attend and contribute to meetings with key entities such as municipalities and the Texas Department of Transportation (TXDOT) to communicate project status and align on work plans.

Technical Leadership and Collaboration:
• Provide technical guidance and support to engineering and construction teams.
• Collaborate with regulatory, construction, and operations departments to align project objectives with business goals.

Budget Management and Reporting:
• Develop and oversee project budgets, including cost estimation, resource allocation, and monthly financial reporting.
• Continually monitor project expenditures, implementing cost-saving measures where possible.

Qualifications, Education, and Experience:
• Preferred associate or bachelor’s degree in engineering, telecommunications, or a related field.
• Extensive knowledge in Outside Plant (OSP) Engineering and Planning with a minimum of 5 years of experience.
• Successful experience in OSP Construction and project management.
• Exceptional communication skills, adept at both oral and written presentations.
• Proficiency in a wide range of computer applications, including MS Office Suite and specialized engineering software including AutoCAD.

Additional Requirements:
• Willingness to work extended hours, including occasional on-call duties.
• Ability to manage prolonged computer use and maintain focus on complex technical tasks.
• Flexibility to travel within the service area for project oversight and stakeholder meetings.

Actively engage with governing agencies to negotiate alternative project solutions, focusing on strategies that effectively reduce costs for both Frontier and the agency. This critical responsibility underscores the role's contribution to achieving fiscal efficiency and mutual benefit in network infrastructure projects.

Salary Range: $90,000 - $120,000
