About the position

This position serves as the Medical Consultant for the Women, Infant, and Community Wellness Section within the Division of Public Health, providing clinical leadership and expert guidance on family planning, maternal health, infant health, women’s preventive health services, and sickle cell disease. The role acts as the Section’s physician authority on current professional standards of care and represents the Division in statewide clinical initiatives that impact individuals of reproductive age and their families. Work includes translating clinical guidance for local health departments, health systems, and providers while collaborating with other DHHS divisions to address pressing maternal, infant, and reproductive health issues. The Medical Consultant also maintains up to sixteen hours per month of direct clinical care to ensure continued expertise and relevance in current clinical practice.

Responsibilities
• Serve as the physician expert for the Women, Infant, and Community Wellness Section on clinical standards and best practices related to family planning, maternal health, infant health, women’s preventive health services, and sickle cell disease.
• Translate clinical guidance into actionable recommendations for local health departments, health systems, and providers across maternal, infant, and reproductive health service areas.
• Represent the Section and Division in statewide clinical efforts, contributing medical expertise to initiatives impacting individuals of reproductive age and their families.
• Provide leadership and consultation to support multidisciplinary public health teams working on reproductive, maternal, and infant health priorities.
• Collaborate with other Divisions within NCDHHS to develop coordinated responses to critical issues affecting maternal, infant, and reproductive health outcomes.
• Participate in the development and interpretation of clinical policies, procedures, and evidence‑based practices for implementation within public health programs.
• Supervise or provide clinical direction to medical consultants involved in program implementation or statewide best‑practice development.
• Deliver educational materials and presentations to professionals and community groups to enhance understanding of clinical topics and public health priorities.
• Provide up to sixteen hours per month of direct clinical care to maintain up‑to-date clinical competency and ensure real‑world relevance in guidance.
• Maintain effective working relationships with federal agencies, state partners, professional organizations, and community stakeholders involved in maternal, infant, and reproductive health.

Requirements
• Licensed to practice medicine in the state of North Carolina and two years of related experience.

Nice-to-haves
• Expertise in clinical leadership establishing and interpreting current standards of care across family planning, maternal health, infant health, women’s preventive services, and sickle cell disease; produces Section guidance and represents the Division in statewide initiatives impacting people of reproductive age.
• Advanced proficiency translating clinical guidance into program policies, procedures, and provider-facing recommendations; drafts, interprets, and applies medical policies to align local health department and health system practices with evidence-based standards.
• Demonstrated experience developing and delivering professional educational materials and presentations for diverse audiences of clinicians, public health partners, and community groups, ensuring clear communication of epidemiologic and clinical priorities.
• Professional experience supervising or providing clinical direction to medical consultants and multidisciplinary teams; establishes statewide best practices and oversees implementation to ensure consistent program outcomes.
• Intermediate proficiency sustaining current clinical expertise through up to sixteen hours per month of direct patient care and integrating frontline practice insights into Section recommendations while maintaining effective relationships with federal agencies and other stakeholders.
