About the position The Texas Lottery Commission is seeking a Budget Analyst (Accountant VI/Accountant VII) to perform advanced accounting and budgeting functions within the Office of the Controller. This role involves preparing financial reports, analyzing financial data, and developing policies and procedures to enhance fiscal operations. The position requires a high level of initiative and independent judgment, with responsibilities that include overseeing budgets, financial documentation, and compliance with state regulations. Responsibilities • Perform advanced accounting work in the Office of the Controller. • Prepare and review financial reports and budget requests. • Analyze financial data and recommend actions to resolve issues. • Develop and implement policies and procedures for fiscal operations. • Coordinate and perform various fiscal functions including budgeting and forecasting. • Prepare Jackpot Estimations and facilitate annuity investment purchases. • Oversee monthly/annual operating budgets and ensure compliance with budget limits. • Prepare fiscal notes and analysis of legislation. • Serve as a consultant and subject matter expert for financial functions. Requirements • Graduation from an accredited four-year college or university with major course work in Accounting, Finance, or Business Administration. • Four years of work experience in accounting, financial analysis, forecasting, or budgeting. • Experience with automated accounting systems and Microsoft Office 365. • Knowledge of governmental accounting and fiscal policies and procedures. • Ability to perform financial analysis and prepare clear reports. Nice-to-haves • Experience with State of Texas accounting or budgeting. • Experience with USAS and CAPPS Financials. • CPA or CIA certification.
