Lead Evaluator (Part Time)
Overview
Harkcon is seeking a Lead Evaluator to serve as Key Personnel on a U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) contract. The Lead Evaluator will provide methodological leadership for a large-scale outcome evaluation of DOE-funded research and testing facilities.
Responsibilities
ā¢ Lead design and execution of outcome evaluation methodologies.
ā¢ Oversee data structuring, statistical modeling, and causal inference approaches.
ā¢ Develop and guide survey sample planning.
ā¢ Review and synthesize third-party, DOE, and laboratory data sources.
ā¢ Provide methodological input for evaluation plans, analysis memos, and draft/final reports.
ā¢ Ensure all evaluation methods are evidence-based, objective, and defensible.
Qualifications
ā¢ At least 8 years of experience managing or supporting program evaluations.
ā¢ Demonstrated experience in outcome evaluation, data structuring, and survey methodology.
ā¢ Strong record of published evaluation or analytic work.
ā¢ Master\'s degree or higher in statistics, social science, public policy, or related field.
Location
Remote with occasional travel to DOE and partner sites
Clearance
Public Trust (DOE may require suitability screening)
