How can you make a difference?

UNICEF delivers a significant volume of programme supplies to implementing partners (government and CSOs) as a core modality for achieving results for children. In 2024 alone, approximately US$1.44 billion in supplies were transferred to partners globally, underscoring the importance of strengthening oversight, monitoring, and accountability of programme supplies across the full results cycle.

While robust risk management mechanisms exist for cash transfers (HACT), programme supplies have historically been managed through parallel systems and processes, limiting their systematic integration into programme planning, monitoring, reporting, and risk management. This gap has been highlighted by internal and external audits, including OIAI and UNBOA, particularly with respect to last‑mile visibility, monitoring of pre‑positioned supplies, and assurance over use at community level.

In response, UNICEF is advancing the Last Mile Supply Monitoring (LMSM) solution and related digital and procedural enhancements to ensure that programme supplies are fully embedded within results management, rather than treated as a standalone supply chain function.

The purpose of this consultancy is to support UNICEF in integrating last mile supply data, analytics, and processes into programme planning, implementation, monitoring, risk management, and reporting, with a particular focus on:



•LMSM operationalization and guidance

•Integration with Field Monitoring Module (FMM), eTools, RAM, and planning tools

•Strengthening risk‑based monitoring and assurance for programme supplies

•Addressing audit observations through practical, system‑enabled solutions

To qualify as an advocate for every child you will have…

Minimum requirements:

Education: Advanced university degree (Master's degree)in Programme Management, Supply Chain, Monitoring & Evaluation, Public Policy, Data/Information Systems, or related fields.

Work Experience: Minimum 10–12 years of professional experience in:



Programme planning, monitoring, risk management, or results‑based management

Work experience in humanitarian/development contexts

Development or Application of planning, implementation and monitoring procedures and guidance at HQ/regional/country level

Demonstrated experience working with:

Digital tools for monitoring and reporting (eTools, dashboards, analytics platforms)

Programme assurance, audits, and risk frameworks

Experience working across HQ–RO–CO structures in large international organizations especially UN

Skills: Abilities to work with multicultural teams

Language Requirements: Strong English writing and communication skills, a second UN language is a plus
